Regional Finance Advisor POSITION DESCRIPTION:

Job purpose
Reporting to the Deputy Regional Director (Region) the post holder is a member of IPD with dotted line reporting to the Global Financial Controller. The main purpose of this role is two-fold: to build the finance capacity of MSI Country Programmes including Partner Programmes to adequately support the delivery of their work; and secondly to support the timely management reporting and analysis of Country finance reports to MSI support programmes including the International Programmes Department (IPD).The post holder will provide support to a number of designated countries to build capacity across a range of areas including Financial Accounting & Reporting, Business Planning, Financial Management Systems, Financial Controls, Business Processes, Financial Leadership and Risk management.

Key Responsibility
• Provide capacity building and ongoing technical support to country programmes
• Support the timely and accurate delivery of country management reports, provide critical analysis for the purpose of effective management
• Business planning process, budgets& audits

Minimum requirements
• Educated to degree level or equivalent (Accounting or Business degree desirable)
• Full or part CCAB qualification;
• Business experience either in a commercial or not-for-profit environment;
• Project Analysis & Reporting experience, preferably with restricted funding experience;
• Experience in multi-currency accounting and reporting;
• Experience of finance capacity building;
• Experience reporting on and analysing family planning indicators;
• Experience of working in multicultural environment
• High level of numeracy
• Analytical approach to information gathering and distillation
• Excellent organisational skills;
• Attention to detail;
• Effective communicator with high standard of written English;
• Experienced and competent user of Excel or other spreadsheet applications;
• Familiarity with Sun Accounting and Vision Reporting Tools;
• Ability to work constructively as part of a team;
• Results oriented approach to work;
• Ability to read, write and speak French Highly Desirable;
• General knowledge of development and/or reproductive health issues;

Finance Director East and Southern Africa POSITION DESCRIPTION:
Job purpose

The Finance Director, East and Southern Africa is responsible for supporting the East and Southern Africa region to achieve sustainable growth through improved financial management and performance. The Finance Director will work closely with the Regional Director and with Finance Directors in the region.

Key Responsibility
• Ensure that ESA financial systems are fit for purpose;
• Support and advise finance directors in ESA region;
• Provide strategic analysis and advice to the Regional Director and senior management;
• People management
Minimum requirements

• Qualified accountant
• Leadership of teams – including building capacity amongst direct reports
• Working within a finance function within a commercial or social business
• Working in developing markets, particularly in Africa
• Working with donors and supporting bidding for donor grants (not essential)
• Working with colleagues in geographically separate locations
• Ability to produce, deliver and present meaningful financial analysis and recommend appropriate actions to enhance organizational performance
• Ability to initiate, develop and maintain relationships with their staff, peers and external stakeholders at a senior level
• Ability to communicate effectively both orally and in writing, including with people who do not have a background in finance
• SUN accounts (ideally), Vision XL and Excel skills

Required Qualifications:

Holder of a Masters Degree in Accounting/Business/ Finance or any other related field plus full professional qualifications that is CPA (T)/ACCA/ACA/CIMA not less than nine years of relevant experience in a similar position in a reputable firm. Certified Internal Auditor (CIA) is an added advantage,
Summarized Duties and Responsibilities:
Prepares audit schedules and work plans of subordinates and ensure their implementation.
Reviews operational systems, procedures, policies, controls and guidelines and recommend improvements.
Executes audit assignments as Internal Audit
Manual, reviews current audit files and work done by subordinates and prepares audit reports for each assignment.
Executes value for money audits, carries out risk assessment procedures and devise risk mitigation measures.
Follows up internal and external audits to ensure that queries are replied and ensure that recommendations are implemented in time.
Ensures that internal audit observes year end stock taking and fixed asset verification and ensures compliance to year end finalization procedures.
Ensures that internal audit quality standards are complied.
Performs any other related duties as may be assigned from time to time by the Managing Director.

TERMS OF EMPLOYMENT FOR THE POST:

ENTRY QUALIFICATIONS:
Holder of a Degree in Computer Science or Business Related
Subjects, Master's Degree in Business Administration or a CPA Holder.
Experience. A minimum of 5 years in Operations Management and at least 10 years of banking experience with at least 5 years of

DUTIES AND RESPONSIBILITIES
Heading the Directorate of ICT and Operations
Take ownership of audit process (Audit preparations, Intra- audit & Post Audit Remediation) to ensure Audit targets set are achieved
Ensure all departments under Directorate of Operations adhere or comply with all Operations related policies and procedures through designing and implementing regular checks as part of the internal reviews and ensuring effective remediation of any gaps.
Work close with Directorate of Finance to ensure accounts classification and defined business rules are in place for each account allocated to Operations & IT.
Ensure accounts reconciliations and attestations are done and reported as per agreed frequency with Finance to avoid any risk.
Ensure NOSTRO, Central Bank, ATM/Cash & any other identified suspense accounts frequently used to process payments are closely monitored and exceptions receive utmost attention according to escalation matrix.
Ensure Operations & IT have sufficient resources including people and equipment to deliver on operational and customer commitments.
Put in place a proper capacity plan that will allow proper utilization and fair assessment of human resources available.
Manage annual planning and review of MTP, STP and
Revised Annual Forecast (RAF) budgets for the Operations &
IT including the setting ofMTP and STP Financial targets & standards and related measures and anticipated financial cost targets.
Ensure costs in Operations & IT are within the agreed budget or achieve a favourable budget variance
Ensure Treasury Operations and loan processing centres are well equipped, efficient and effective to provide desired services to the business functions
Supervise the role of Maintaining and updating the existing
Management Information Systems.
Supervise the role of Creating and maintenance of data base, system design and development.
Devise Security schemes for protection of data and information and supervising the updating of the Institution website.
Performs any other duties as may be assigned by CEO
