PROCUREMENT OFFICER: (1 Vacant Post)

Reports To: Head of Procurement Management Unit
Minimum Required Qualifications and Experience: The successful applicant must be / have:
- Holder of Degree or Advanced Diploma in Materials management or its equivalent issued from recognized institution.
- Registered with the PSPTB, as Approved / Authorized Supplies Professional with relevant experience of at least three years in a reputable institution.
- Computer skills are essential.
Employment Terms: Three years Contract - Renewable upon satisfactorily performance.

Main Duties & Responsibilities:
- Counter checks stocks purchase invoices before they are forwarded for payment.
- Scrutinizes recommendations for changes in stock levels, and for disposal of obsolete items.
- Preparations of legal conditions for stocks purchase contracts.
- Constantly reviews for approval procurement policy and procedures with a view towards improving efficiency.
- Prepares documents for stocks purchase orders after obtaining due authority for stocks ordering.
- Obtaining quotations for goods and services after approval for procurement has been obtained.
- Evaluating stocks purchasing bids and recommending to the Tender Committee for award of purchase contract.
- Ensure that approved stocks purchase modus operandi is properly followed.
- Ensures that procurement procedures and practice are in line with those approved by the National Board for Materials Management.
- Maintaining harmonious relations and making negotiations with suppliers/suppliers representatives.
- Perform any other procurement duties as may be assigned by the Head of Procurement Management Unit.

POSITION: TPSF /01 CHIEF ACCOUNTANT
POSITION SUMMARY: The Chief Accountants key role is to ensure a strong finance and accounting system that adequately safeguards TPSF resources.

REQUIREMENTS: The Chief Accountant shall report to the
Executive Director

KEY RESPONSIBILITIES:
Compile the work plan and annual budget.
Evaluate current revenue trends and forecast funds that will be available to operate the TPSF activities on a sustainable basis;
Implement continuous financial and control systems to monitor the performance, flow of funds, adherence to budget, income and expenditure and other budgetary items and when necessary, recommend courses of action to correct budget imbalances;
Prepare and present financial statements and reports as required to the Board of Directors and Donors
Regularly advise the Executive Director on financial issues through periodic reports and consultations and alert against any irregularity, lack of compliance, lack of adherence and problems whether actual or potential concerning the financial systems, operations, plans, accounting, audits, budgets and any other matter of a financial nature.
Maintain a working relationship and develop additional relationships with banks and financial institutions with the aim of securing the funds necessary for the operations' of the organization, the attainment of its development plans and its investments
Coordinate the review and develop sound financial policies, systems and tools for the organization on periodic basis
Co-ordinate and support the auditing processes of the organization's accounts once every year, and facilitating its review and approval by relevant organs within the organization.
Oversee and support unit staff on their day-to-day work and ensure their timely appraisal and development.
Allocate the department's resources in an efficient ,manner and ensure the effective operation as a cost

KEY QUALIFICATIONS:
CPA or Min Degree in Accounting/Finance/ ACCA qualification
Relevant experience in audit and costing is advantageous.
Excellent strategic planning skills and able to interact with all levels. .
Good MS Office skills particularly strong capabilities in
MS Excel.
At least 5 years experience in professional accounting and financial administration in a complex accounting function. (Experience in Donor Funded Project is an added advantage.)
Good IT skills including the ability to operate and manage computerized financial" payroll systems,
spreadsheet and word-processing programs
Familiarity in QuickBooks is advantageous

INTERNAL AUDITOR

Main Responsibilities include:-
Plan, review and implement the Annual Internal Audit Plan. .
Prepare and implement Internal Audit programmes to achieve specific objectives of the Internal Audit plan.
Review the Risk Management procedures including internal Controls and recommend measures to improve and strengthen the operational and financial systems.
Ensure that all the Annual Internal Audit plan targets are achieved.

Qualifications:
A Bachelor degree in Commerce with specialization in Accounting (B. Com Accounting).
Minimum experience of 2 years in external audit / internal audit environment.
Preferably, a registered member of the Institute of Internal Auditors in Tanzania.
A registered member of the National Board of Accountants is compulsory.
Have good communication and report writing skills.
Working experience in a risk management environment will be an added advantage.
Proven ability to build relationships and credibility.
Strong analytical skills.
Ability to work under minimum supervision and as a member of a team.
Should have advanced computer skills in Excel. Word and Powerl'oint
Ability to work efficiently under 'pressure and on a wide range of tasks.
