Managing Director

Reports to: RUWASA Board of Directors

Duties and Responsibilities '

The Managing Director is the Chief Executive responsible for managing, planning and coordinating the Authority's activities of providing continuous supply of water of a consumable quality for domestic/commercial/industrial purposes and efficient sanitation services.
Ensures effective and efficient management of human resources of the Authority.
Ensures a smooth implementation of Authority's strategic plans and 'strategies for the current and new water and sanitation projects.
Coordinates effective policy proposals formulation for being considered and endorsed by the IRUWASA Board of Directors in relation to the vision, mission, objectives and strategies of the Authority; :
Interprets and implements circulars, directives, policies laid down by the Minister for Water the
IRUWASA Board of Directors and other Government Authorities.
Coordinates the formulation and implementation of Staff Regulations and conditions of service for the Authority in line with the mother laws of tlfe 'country. ,
Ensures monthly, quarterly, bi-annual and annual reports are prepared and submitted to the IRUWASA Board as required.
Ensures annual budgets for 'the Authority are prepared and submitted to the IRUWASA Board,
Energy and Water Utilities Regulatory Authority. and the Ministry of Water in a specified time period for approval.'
Regularly review actual performance against plans and budgets towards Authority's set objectives and forwards the reports with recommendations for actions necessary to correct performance gaps arisen.
Establishes and assigns- responsibilities to his/her .immediate subordinates and exercises an effective delegation with, necessary authority for them' to discharge their day to day duties.
Establishes and ensures an efficient and effective Information Communication Technology within IRUWASA.
Ensures the Authority's activities are user friendly, environmental friendly and competitive in nature.
Ensures the Authority prepares and carries out an effective and efficient programme of water sources conservation, water sources protection, water and, sanitation' tariffs and policies.
Ensures there are stable and flexible financial regulations and Authority's financial transactions are properly authorized and controlled as per the set standards. links the Authority with the Regional and Municipal Authorities and the General Public in matters related to the business conducts.
Performs any other duties as may be assigned by the IRUWASA Board of Directors and the Parent Ministry.

Qualifications and Working Experience .
Holder of Bachelor Degree or an Advanced Diploma in the field of Engineering, Human Resources Management, Law, Economics, Finance, Commerce or Business Administration, Public Administration or Human Resources Management. The applicant must be registered with a relevant professional Board (if any).
A Postgraduate qualification in the field of Engineering, Water Resources Management, Law, Economics, Finance, Commerce or Business Administration, Public/Administration or Human Resources Management is an added advantage. ., .
He or She should possess eighty (8) years of working experience in Water Supply and Sanitation, of which three (3) years should be at a managerial position.
Good interpersonal, communication 'end Computer knowledge and skills are necessary requirements.

According to IRUWASA Salary Scale : IWAS 12 (FIXED)

Appointment will be on contractual terms (four years) renewable upon working good performance.

Job Description

This person will lead One Acre Fund's government relations and policy work in Dar and help grow the scope of our local government relations:

-National relationship management: The analyst will be responsible for maintaining existing government and policy relationships, making new contacts at the national level, and assessing future sectors of importance to One Acre Fund’s. They will host national-level officials for visits to our field operations and deliver high quality communications.
-Regulatory compliance: One Acre Fund requires multiple licenses and permits in order to conduct its work, and the analyst will own relationships with all key regulators. In several instances regulators require periodic reports which the analyst will coordinate. Further, the analyst will regularly assess operational plans and make recommendations on current and future compliance with laws and regulations.
-Anticipating risks to Tanzania field operations: The analyst will assess risks or changes in the operating environment that could negatively affect One Acre Fund's trials and field work and advise field leadership on strategic decisions.
-Local government relationships: The analyst will manage the work of our local government officers to maintain positive relationships at district and regional levels and help grow the team’s scope of work through strategic advice on local government relations work plans.
-Country-level and regional policy agenda research: The analyst will conduct research to support the creation of a well-informed policy agenda for our organisation in Tanzania and East Africa.
-Dar focal point: The analyst will oversee the setting up and management of a small office in Dar, acting as a resource for field-based colleagues.

Job Position: MONITORING AND EVALUATION MANAGER

The Monitoring and Evaluation Coordinator is a self-motivated individual who will set and monitor achievements of program targets and goals with the project sites. He/She will work in close collaboration and be a link between Strategic information/Data team and Clinical team.
Duties:
• The M&E coord is responsible in coordinating program monitoring and reporting activities for C&T, TB/HIV and PMTCT programs.
• Provide technical assistance in strengthening the national M&E system for both care and treatment and PMTCT
• Build capacity of site staff and district clinical .monitors to set a functional groundwork for efficient data collection, compilation and timely reporting at site level.
• Develop and implement Monitoring and evaluation framework at the organization including indicator mapping
• Develop and implement SOP for how data for each indicator are to be collected, managed, verified and used at each level of the health information system.
• Develop and facilitate implementation of M&E reporting calendar
• Coordinate reporting activities during reporting period.
• Prepare qualitative quarterly, semiannual and annual progress reports for MoHSW, partners and donors
• Perform a final review and verification of the quality and completeness of the quantitative quarterly, semi-annual and annual reports for donors and MoHSW for PMTCT, TB/HIV and Care and treatment from sites.
• Facilitate utilization of reports at site level and district level for program planning, management and evaluation
• Lead the preparation of M&E based quarterly feedback reports to the sub grantees to district partners, and Ministry of health partners.
• In collaboration with the data manager, participate in periodic in data quality assessment activities to track progress in data management at individual sites.
• Participate in secondary analysis of data and writing conference abstracts and manuscripts for publication.
• Liaising with the Evaluation and Research coordinator in identifying areas for operational research
• Carry out any other responsibilities as assigned by the supervisor

i. A minimum of masters' degree in M&E related field.
ii. Additional training in public health will be added advantage

i. A minimum of 3 years’ experience in working at high level M&E position especially in HIV care and treatment setting

Job Summary:

Duties and Responsibilities
1. Provide overall leadership in the statistician analysis of data including data management
2. Ensure completeness and comprehensiveness of program routine reports to respond to donors and other stakeholders.
3. Perform routine statistical analysis of data collected from the facilities to assess the progress in achievements of program targets.
4. Develop and implement a capacity building plan for other technical staffs to improve their analysis skills.
