WeWorld is a non-profit non-governmental organization for development cooperation, recognized by the Italian Ministry of Foreign Affairs; we are independent, non-denominational and apolitical. Established in Milan in 1999, WeWorld works in Italy, Asia, Africa and Latin America to defend and promote the woman and child rights.
WeWorld collaborates with a network of other civil-society organizations to give the most vulnerable people a voice on the Italian and international political agenda, and we are involved in the main networks protecting children’s and women’s rights.

WeWorld adopts the approach of human rights as a conceptual and methodological basis for its actions. WeWorld works in seven countries in the development Countries in collaboration with local partners in supporting or implementing projects designed to: protect children, ensure their access to education, to ensure their health and that of their mothers, promote the participation of children, gender equality and women's rights. Education and health are priorities, so the projects are based on a sponsorship program, which is implemented in kindergartens and primary schools for pupils aged 4 to 8.

Work context

In Tanzania WeWorld is leading a primary and pre-school-centered education program in three geographical areas, namely Temeke and Kinondoni Municipalities (Dar es Salaam) and Ludewa District Council. Moreover, in Dar es Salaam WeWorld is supporting children and youths victims of violence.

The education program is composed of three community-based projects. Two of them are based on co-financing partnerships between WeWorld and local NGOs: Organization for Community Development (OCODE) in Temeke and Kinondoni Municipalities and Southern Highlands Participatory Organization (SHIPO) in Ludewa District. The infrastructural project is directly implemented by WeWorld in Dar es Salaam.

The project supporting children and youths victims of trafficking, commercial sexual exploitation, domestic work, domestic violence and sexual violence is based on a co-financing partnership between with the local NGO Kiota Women Health and Development Organisation (KIWOHEDE).

The projects are implemented in close cooperation with local authorities ruled by Memorandum of Understanding.

Scope of the job

In close collaboration with the Country Representative and the Program Manager, the Program Officer will be responsible for the design of new projects, for the reporting (to WeWorld, donors and third parties), for the support in following up project implementation and gathering and dissemination of best practices.

Main responsabilities

Project design

Project identification and elaboration for WeWorld funding as well as for institutional and private donors;

Identify and track funding opportunities within the institutional donors’ strategy and action plan for initiation of new projects and give active contribution to the overall WeWorld effort in resource mobilization;

Carry out research of information and analysis about donors and prepare substantive briefs on possible areas of cooperation;

Carry out policy analysis and follow up of main evolution in the relevant sectors for WeWorld action (especially education, children’s and women’s rights) as well as in project management;

Research on and contribute to studies, articles and advocacy material.

Follow up of project implementation

Provide support to technical and financial follow up of projects’ implementation, including field visits, according to WeWorld planning and procedures

Support the management as well as the monitoring and evaluation of WeWorld programs / projects.

Contribute to the implementation and review of WeWorld Tanzania strategic plan in cooperation with the other staffs, including participation to interim and annual planning and monitoring.

Reporting

Manage and coordinate scheduled reporting in compliance with We World’s and donors’ requirements

Disseminate projects information to third parties (donors, Government of Tanzania, etc.)

Support sharing of information between WeWorld Tanzania and WeWorld Headquarter

Gathering and dissemination of best practices

Assist the Program Manager in capturing lessons learnt from WeWorld project portfolio and support sharing of best practices and policy insights

Identification and synthesis of best practices and lessons learned that are directly linked to WeWorld programs and to institutional and country policy goals

Qualification and experience

University Degree or Master in Social Sciences (e.g. Political Science, Sociology, Anthropology, Development Studies, Human Rights)

At least 1-2 years of overseas experience in management of cooperation development projects

Proved experience in designing projects, preferably about Quality Education, Gender Equality, Children’s Rights, to be submitted to the main Institutional donors (Italian Agency for Development Cooperation, European Union, UN and other agencies)

Experience in civil society capacity building and project’s monitoring and evaluation

Experience in development project in Tanzania will be considered a plus ranking factor

Skills and abilities

Excellent project proposal writing skills

Capable of working in team and supporting the partners in all phases of the Project Cycle Management

Excellent communication skill and sensitivity in dealing with partner managers and solving critical issues

Purpose of the Position

The Chief, Child Protection Section reports to the Deputy Representative for general guidance and direction. The Chief is responsible for managing and leading all stages of child protection programs/projects from strategic planning and formulation to achieve concrete and sustainable UNICEF contribution to national and international efforts to create a protective environment for children against all harm and to protect their rights to survival, development and well being as established under the Convention on the Rights of the Child, international treaties/framework and UN intergovernmental bodies.

The Chief is responsible for leading and managing and establishing the plans of action to ensure the achievement of concrete and sustainable programs/projects results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF's Strategic Plans, standards of performance and accountability framework.

Key Accountabilities and Duties & Tasks

1. Managerial leadership

Establish the Section's annual work plan with the child protection team; set priorities/targets and performance measurement. Monitor work progress and ensure results are achieved according to schedule and performance standards.
Establish clear individual performance objectives, goals and timelines; and provide timely guidance to enable the team to perform their duties responsibly and efficiently. Plan and ensure timely performance management and assessment of the Team.

2. Program management, monitoring and quality control of results

Coordinate, plan and/or collaborate with monitoring and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/UN system indicators, to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results in child protection programs.
Participate in major monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results.
Assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.

3. Advisory services and technical support

Provide technical advice to key government officials, NGO, UN system and other country office partners on strategies and best practices to influence approaches/policies and to support social/economic/political/legal development planning, implementation and delivery of results on child protection, human rights and other related issues.
Coordinate/ensure the availability of technical experts (with Regional Office/HQ) to ensure timely support throughout all stages of programming/project processes.
Participate in strategic discussions to influence policy and agenda setting for combating poverty and all forms of discrimination against women/children by advising on and advocating strategies and approaches to promote/catalyze social changes for a protective environment for child survival, development and well being in society.
Lead in country discussions on child protection emergency preparedness, programming and contingency planning to ensure proactive and appropriate response are in place to meet onset of emergencies nationally or other designated locations.
4. Advocacy, networking and partnership building

Build and strengthen strategic partnerships through networking and advocacy with local/national governments, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organization, research institutes and private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on child protection.
Develop communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances for sustainable results and support fund raising for UNICEF and Country Office child protection programs and emergency interventions.
Participate and/or represent UNICEF in inter-agency (UNCT) discussions and planning on child protection and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. Collaborate with inter-agency partners/colleagues UNDAF planning and preparation of programs/projects including emergency preparedness.
5. Innovation, knowledge management and capacity building

Promote critical thinking and innovative approaches and good practices for sustainable child protection programs/projects initiatives through advocacy and technical advisory services.
Keep abreast, research, benchmark, introduce and implement best and cutting edge practices on child protection management and information systems. Institutionalize and disseminate best practices and knowledge learned.
Lead and/or develop policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programs and projects.
Lead/plan/implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on child protection and related programs/projects.
Qualifications of Successful Candidate

An Advanced University Degree in international development, human rights, psychology, sociology, international law or other social science field is required.
A minimum of 10 years of professional experience in social development planning and management in child protection and/other related areas at the international level some of which preferably were served in a developing country is required.
Relevant experience in child protection and related areas, program/project development and management in a UN system agency or organization is an asset.
Experience in both development and humanitarian contexts is an added advantage.
Fluency in English is required. Knowledge of another official UN language or a local language is an asset

SUMMARY:

Facilitate capacity building to volunteers and community owned resource person (Community Health Change Agents, Agriculture facilitators, education counselors, government extension officers etc) on various child focus development aspects.
Human, Financial and Non-financial Resources management
Enforce stewardship and accountability by ensuring that resources & assets are efficiently and effectively managed within the program/project.
ensure timely monthly funding, spending and reporting within acceptable standards
In coordination with Zonal People and Culture, facilitate HR function within the cluster
Business Networking
Act as a catalyst to community groups (CBO, TSACCOS, and CCC etc) to implement programs activities that contributes to achieving child wellbeing within the community.
Foster networking relationships with existing local government institutions, churches, faith based organization, NGO’s, CBO’s, leaders and other key partners at ADP level to archive the CWBO and especially for the most vulnerable children and their families.
Reports
Prepare quality and timely monthly, quarterly and bi –annual projects/programs narrative reports.
Audit recommendations
Prepare, support audit/review exercises, timely respond to and implement audit/review recommendations.

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualification required: BA/Bsc Degree in Economics, Agriculture, Business administration, Development studies/planning, Social Science or other related field

Experience: 3 years’ experience in community development work

JOB DESCRIPTION

Purpose of the position:

Effectively and efficiently facilitate Implementation of Technical Program and sponsorship at the project level to ensure that communities are empowered for sustainable development and they contribute to child wellbeing outcome as per World Vision standards. Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others.

Major Responsibilities.
Implementation and reporting of planned activities
Participate in planning and budgeting of Area Program, preparation of work plans, implementation of planned activities and monitoring/ reporting of progress.
Implement the Technical Program for Livelihood& Resilience, Wash, H&N projects to ensure all project activities and budget are spent according to plan, budget, timeframe and quality.
Facilitate and monitor the implementation of planned activities and community level engagements.
Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and Seminars.
Identify local level partners, support and facilitate the partnership in the implementation of planned activities.
Facilitate stakeholders and partners in supervision and monitoring of programmatic activities.
Support the collection and documentation of impact and success stories on monthly, quarterly, semiannual and annually.
Community engagement and advocacy
Sensitize community empowerment through TEAM approach by organizing commercial producer groups (CPG) and formation of commercial villages.
Mobilize and facilitate integration of Vision Fund Tanzania(VFT) and Resilience Project Models such as Market Led Agriculture, Local Value Chain Development (LVCD), Standardized Saving Groups (e.g. Village loan saving Association (VSLA) and other Economic development initiatives.
Innovatively support communities including RC households to participate and benefit from the programme development and make intentional inclusion of RC families in CPG, VSLA, Village Community Bank (VICOBA) and other program economic activities
Sensitize community on sponsorship (RC parents/ guardians, community leaders and other community members) and facilitate participation in the sponsorship management project activities.
Mobilize and facilitate active participation of children and their communities to participate in planning, monitoring and implementation and evaluation of community development initiatives.
Build the capacity of children, families and community to collectively engage local leaders on identified issues.
Follow-up on commitments by leaders on improvement of the wellbeing of children.
Mobilize communities to participate in annual children care and protection days – such as the Day of African child.
Management of sponsorship performance
Monitoring of RC in line with partnership standards.
RC records and files well managed and stored securely.
Support RCs to correspond with sponsors in a timely manner.
Facilitate processing of all special mails; Christmas cards, Spontaneous letters, APR, introductory letters within partnership standard.
Support children to respond to sponsor correspondences- Sponsor letters and introductory letters.
Support management of Support Office Queries, Gift Notifications, mails, and file copies of correspondences in children’s files.
Conduct and produce quality periodic mailings Annual Progress Report – (APR) and Christmas Cards.
Take quality pictures according to the required standards.
Mobilize and support RC families to adequately prepare for and manage sponsor visits.
Monitoring of Registered Children
Support development of integrated monitoring plan in assigned area with ADP stakeholder.
Analyze STEP management report and follow up critical RCs findings by using case management tool.
Analyze Child wellbeing (CWB) RC visits and Service Operation Indicator (SOI) reports from STEP and share them with ADP stakeholders.
Compile monitoring reports for management action.
Hold monthly / quarterly meetings with Child Monitors and guardians/parents and child protection committees to address findings from monitoring.
Identify, train volunteers/monitor, partners and train on sponsorship philosophy and partnership standard.
Provide quality and accurate information on presence, support and benefit to enable entry in STEP database.
Child Protection and Wellbeing
Monitor the wellbeing and child abuse cases and report any accordance in line with child protection policy and guidelines.
Work with local leaders to protection children from child violations and abuses on child protection.
Sensitization of children including all RC on child protection.
Sensitize children, guardians/parents and other stakeholders about children’s rights and responsibilities with a view to identify child violations.
Facilitate spiritual nurture of children.

Networking:
Facilitate networking relationships and participation with wide stakeholders such as government, church, faith based organization leaders and other key partners at local level such as NGOs, CBOs, IGA groups.
Facilitate WVT/VFT integration for profitable agriculture, livestock production and enterprise development (high value agriculture crops and livestock breeds).
Foster partnership with local institution in RC monitoring.
Qualifications: Minimum Qualification required: Diploma in Social Science from accredited College/University in Agric. Economics. Nutrition, Health, Wash, Economic Development & related field.
Preferred: Degree in Agriculture Sciences, Animal Science, Economic Development, Nutrition, Health, WASH, Education, & related field.

Position Summary

RTI International is currently accepting applications for an Organizational Strengthening Specialist to be based in Arusha, Tanzania for an anticipated USAID-funded Regional Intergovernmental Organizational (RIGO) Strengthening System project. The goal of the project is to strengthen the capacity of key RIGOs in East Africa so that they can improve leadership and better fulfill their mandates to lead the development agenda within the region. Target RIGOs under this project include the East African Community (EAC), the Common Market for Eastern and Southern Africa (COMESA), and the Intergovernmental Authority on Development (IGAD). Areas of capacity strengthening include institutional governance, strategic planning, data for decision-making, and the ability to meet the needs of their member states. To strengthen local capacity, we will utilize USAID’s Human and Institutional Capacity Development (HICD) approach that emphasizes continuous performance improvement through customized solutions, monitoring, learning, and adaptation.

The Organizational Strengthening Specialist will be one of three Specialists embedded within the respective Secretariat offices of targeted RIGOs and will be responsible for leading organizational development (OD) with EAC staff to build in-house knowledge in a broad range of areas. The EAC Organizational Strengthening Specialist will not conduct work on behalf of the institution, but will help to support them by providing technical assistance, facilitating broad buy-in, motivating staff, ascertaining challenges and opportunities, connecting departments or units within the Secretariat, and identifying specialized technical expertise that may be needed to complement her/his work.

The Organizational Strengthening Specialist for the EAC will be based out of Arusha, Tanzania, and may be expected to occasionally travel to Nairobi, Kenya, where the project office will be located. The project is expected to be five years in duration. This position is contingent upon receipt of donor funding. Nationals of East Africa are strongly encouraged to apply.

Primary Responsibilities

The responsibilities of the Organizational Strengthening Specialist for the EAC are as follows:

Help to lead an institutional capacity assessment that will consult EAC staff on their key strengths, challenges, needs, and priorities and will establish a baseline in which to measure progress. This assessment will also form the basis for a customized performance solution package for the EAC.
Lead the implementation of the performance solution package by mentoring EAC staff in a wide range of areas helping increase their capabilities to perform their duties and achieve their institutional mandate. Although the support will be determined after the assessment and in consultation with the EAC, illustrative areas may include leadership, strategic planning, institutional governance, data collection and reporting, communication, fundraising, donor coordination, and HR.
Develop creative approaches to strengthening the institutional capacity of key RIGOs that align with USAID’s HICD approach so that solutions are customized to the unique needs of the EAC.
Be an integral member of the EAC Working Group and help to maintain momentum, ownership, and motivation of senior EAC management and Working Group members in implementing actions identified within the performance solution package.
Liaise regularly with the project’s lead Organizational Strengthening Specialist to provide updates, collaborate on deliverables, and consult on approaches.
Continuously monitor the results of project activities, evaluating progress against project targets and identifying course-corrections that may be needed in order to improve impact.
Required Skills and Qualifications

The successful applicant will be a seasoned professional with extensive experience in strengthening institutional capacity in a wide range of areas. The applicant will also possess strong leadership and consensus-building skills in order to motivate and unite EAC staff around OD goals. The ideal candidate will possess significant experience in working with and/or strengthening the institutional capacity of complex national institutions in the East Africa region. Candidates that have experience in working with RIGOs are strongly preferred. Applicants should possess:

A minimum of a Master’s degree in international development, public administration, public policy, finance management, economic policy, or related field.
A minimum of 9 years of experience, with at least 4 years in organizational development of complex national or regional institutions.
Successful experience in non-traditional approaches to capacity development, such as peer-to-peer learning and mentoring and coaching.
Broad expertise across capacity development areas: leadership, strategic planning, change management, human resources, fundraising, M&E, communications, and coordination.
Experience in working with RIGOs, ideally within East Africa, is highly desired.
A track-record in adaptive approaches and, ideally, familiarity or experience in utilizing USAID’s HICD model.
Exceptional cross-cultural, verbal, and written communication skills so that she/he creates a shared vision on project objectives and activities among diverse stakeholders.
Collaborative team-player that is proactive in identifying challenges, proposing solutions, and is results-driven.
An ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives and senior-level staff.
Fluency in English.
CPT or HPI certification is a plus.
