Minimum Qualifications, skills and experience:

A post-graduate qualification in Rural Development, Development Economics, Business, Agriculture or related discipline relevant to the requirements of this post.
A minimum of four years relevant experience working in the field of agriculture and/or livelihoods. It is desirable that at least 3 of these years will have been spent working at a senior level with a locally based institution or international organisation.
A sound understanding of the political, economic, social and cultural environments impacting on livelihoods in Tanzania; including a clear understanding of the relevant Tanzanian public policy institutional and policy framework.

Project Director Economic Empowerment – THRIVE (WVUS) at World Vision

JOB DESCRIPTION

PURPOSE OF THE POSITION:

The purpose of this position is to provide strategic leadership and technical support to WVUS funded programmes aimed at building improved and resilient livelihoods for smallholder farmers in a targeted National Offices (called THRIVE). The anticipated resourcing for these programmes of $175 million over 7 years is derived from a WVUS major donor marketing campaign.

This position will also provide leadership in helping to establish the evidence base for THRIVE and promote alignment with the WV Global Livelihoods Strategy in collaboration with key National Offices, Vision Fund International and the GC Resilience & Livelihoods Team.

KEY RESPONSIBILITIES:

Strategic & Technical Support to participating National Offices:

Provide technical support to National Offices implementing WVUS THRIVE funded programmes – Assisting them to both develop and understand the programme models and key quality measures.

To spend time with participating National Offices in understanding and establishing which evidence based packages of interventions help smallholder farmers provide sustainably for their children.

Establish with National Offices the desired approach and capabilities required to implement programmes to an agreed level of quality at scale.

Ensure programme quality and timely reporting with participating National Offices consistent with WVUS donor expectations and requirements.


Alignment and Collaboration with WV Global Livelihoods Strategy:

Actively work to both influence and align with the Global Livelihoods strategy, primarily Intervention Package B (Building Secure Livelihoods) and ensure a common approach is being applied.

Work in close collaboration with VFI R&L GC Team and ROs to build hard evidence of impact in all THRIVE programmes.

Work with GC R&L Team to establish common graduation criteria and target metrics for success in all THRIVE funded programmes.


Programme Innovation, Adaptation & Learning:

Actively promote lessons from practice in key National Offices implementing THRIVE with other National Offices implementing or planning to implement THRIVE.

Actively promote lessons from practice in key National Offices implementing THRIVE through R&L Community of Practice for wider impact, learning and influence across the organisation.

Actively promote action learning partnerships with local and global academic institutions.


Collaboration with key stakeholders:

Provide support to National Office leadership in developing collaborative programme partnerships between WV and VFI and other potential external market stakeholders.

Build on existing global relationships / MOUs for strategic partnerships (e.g. IFPRI, WMO etc.)

Interacts with WVUS major donors as required.

Work with regional teams in program monitoring and evaluation as part of technical program implementation in selected ADPs.

Able and willing to speak and teach about the Biblical concepts and principles of economic empowerment.

Any other reasonable duties as requested.

KNOWLEDGE, SKILLS & ABILITIES:

Master Degree in at least one of agriculture, business/commerce, or development studies.

15 years work experience in economic empowerment, with a strong focus on agricultural development issues.

Experience in designing, implementing, and managing small-holder farmer economic empowerment programming.

Demonstrated ability to support, engage and nurture performance with program managers remotely without any line of authority relationship.

Demonstrated experience of working from the foundation of a faith perspective.

Knowledge of programme quality measures and processes.

Experience in building collaborative partnerships for increased field level impact.


Familiarity and/or experience with the key components of the core operating mechanisms in the WVUS THRIVE model:

Savings group development and management.

Agricultural value chain analysis.

Farmer group formation.

Improving agricultural practice.

Microfinance loans for agriculture.

Improved access to markets.

Income diversification.

On-farm natural resource management.

Off-farm natural resource management.

Early warning for early action and farmer information systems.

Effective in written and verbal communication in English.

Preferred:

MBA would be a desirable qualification.

Experience of Market systems analysis and social impact investment.

Experience of corporate social responsibility issues and drivers.

Work Environment/Travel:

The position requires ability and willingness to travel domestically and internationally up to 60% of the time.

Position expected to be based in East Africa with good air links to Arusha, Kigali, Lusaka, Bamako, Lilongwe.

Reporting to the Sales and Marketing Director, the roles will be regionally-focused, with a mandate to build market opportunities within fertilizer and agricultural sectors through direct B2B marketing.

Ideal candidates will have direct sales experience in creating markets for new products within fertilizer, agricultural, farming, or petrochemicals sectors.

Key Responsibilities

Fully responsible for the development of a valid sales pipeline of opportunities in the assigned region, with the support of our Market Research and R&D Departments;
Generate new business within the fertilizer blending and distribution market channels, through conference marketing, direct discussions and site visits with customer prospects;
Deliver sales contracts through the successful negotiation of full Take or Pay Offtake Agreements within given region;
Customer retention and contract delivery;
Attend industry events such as fertilizer conferences, and trade shows to increase visibility of POLY4;
In conjunction with other team members, develop professional, value-based customer proposals to cover key contract elements including pricing models, territories and product schedules;
Communicate agronomic and economic benefits of POLY4 to distributors, dealers, growers and blenders involved in the crop production and/or the crop input system; and
Communicate and coordinate market and pricing information with the Sales and Marketing Director, as well as, the larger organisation.
Skills and experience

Extensive experience in commercial positions in similar, preferably with value added fertilizers exposure
Strong communication and negotiation skills
Effective customer service and interpersonal skills
Proficient in MS office, especially Excel and PowerPoint
Ability to travel for extensive periods of time
A Bachelor degree in Agronomy or an Ag related field would be beneficial, but not essential

Purpose of the Position

Under the supervision of the Chief of Operations, the incumbent will manage the administrative and financial functions of the country office (i.e. administration, accounts, travel and ground transport) in support of the country office programme. Monitors the appropriate disbursements of funds and payments of accounts in accordance with the rules, regulations and established budgetary limits.

Key Expected Results

1. Manage bank accounts in accordance with UN/UNICEF financial rules and regulations and local banking practices. Forecast liquidity and monitors the cash position. Supervise reconciliation of bank statements, keeps abreast of all procedures and regulations regarding the maintenance of bank accounts, exchange and interest rates, etc. Responsible
for the safekeeping of cash and cheques.

2. Certify the appropriate, accurate and timely processing and recording of expenditures and disbursements (e.g. MIP, travel claims, pension fund, insurance, direct cash transfers), in the VISION system, in accordance with established rules and regulations. Also ensure recovery of advances and accounts receivable.

3. Review internal controls for compliance with all the administrative and financial systems and procedures, ensuring accuracy, promptness and appropriateness of information. Brief the staff on the application and interpretation of UN/UNICEF accounting and financial rules, regulations, procedures and policies.

4. Responsible for the systematic review of office premises to ensure a good and secure working environment for all staff members. Review and monitors contractual arrangements with administrative service providers to ensure that the terms and conditions of all contracts are being adhered when providing services.

5. Supervise travel and transport services. Brief staff on all policies and procedures covering official travel; reviews reports on use of petrol, mileage, driver overtime records, and maintenance services.

6. Manage and controls non-expendable properties inventory, its utilization and disposal in accordance with IPSAS rules. Ensure the safekeeping, annual physical inventory, including cost analysis and recommends replacement/disposal of administrative equipment and supplies.

7. Undertake periodic oversight visits to sub-offices for administrative and financial issues. Monitor and evaluate systems, procedures and compliance with rules and regulations. Provide training and guidance as appropriate.

8. Identify and proposes appropriate office accommodation,(i.e. purchase vs rental, ensure maintenance of premises, security of staff, office premises, equipment and supplies). Also advise staff on appropriate housing accommodations.

Qualifications of Successful Candidate

• An advanced university degree (Master's) in Accounting, Business Administration, Financial Management, Economics, or a directly-related technical field(s) is required. A valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level (Bachelor's) university degree in a directly-related technical field (as identified above), may be taken in lieu of an advanced university degree.

• A minimum of eight (8) years of relevant experience, at the national and international levels, in finance, budget, accounting, and administration is required.

• Previous hands on experience in a supervisory/managerial capacity is required.

• Work experience in emergency duty station is considered an asset.

• Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
