Department Purpose: Reporting to the Senior Director Livelihoods & Economic Opportunities, the Mobile Device Economic Strengthening Coordinator is responsible for the oversight of the roll-out of the MyWORTH app (Kiswahili version) to maximize the devices’ impacts on savings-group members in Tanzania.
Pact has developed an Android phone app called MyWORTH that automates the accounting and governance functions of our Village savings group program called WORTH (Women Organizing Resources Together). WORTH is one of Pact’s most effective poverty-reduction tools because it places women at the center of their own solutions and helps them build or accumulate assets with diversified income streams.
The MyWORTH app complements WORTH and resolves pain points and gaps within the current paper ledger model. Crucially, the time saved and calculation errors reduced by using MyWORTH allows WORTH participants to more smoothly participate in savings groups and navigate the economic pathway set before them.
Pact’s WORTH model improves people’s access to and control over their assets and resources. WORTH brings poor, primarily rural women together in groups of 25 for integrated savings-led microfinance, literacy and numeracy, group banking, and micro-enterprise development, while strengthening social networks and empowering members to have a voice in their communities. WORTH is one of Pact’s most effective poverty-reduction tools because it places women at the center of their own solutions and helps them build or accumulate assets with diversified income streams.
Pact’s Livelihoods and Economic Opportunities department seeks to ensure that people with limited livelihood choices gain the economic resources they need to be income secure, to exercise their voices in their communities, and to allow sustainable behavior change in other development intervention areas. Our approach is to meet poor families and communities where they are and strengthen their individual capacity to address the root causes of poverty, adjust to their often-shifting socio-economic and climatic environment, and access services, resources and markets for sustainable economic wellbeing.
Position Purpose:
The Mobile Device Economic Strengthening Coordinator will lead efforts to pilot and scale up the use of the MyWORTH app across our WORTH Savings groups. In short, we want to get the app onto phones and the phones into the hands of our savings group members, with training and support to ensure the app’s success.
The Mobile Device Economic Strengthening Coordinator must be a dynamic individual with strong interpersonal and managerial skills, and a commitment to mobile technology. S/he will manage and be responsible for ensuring effective high-quality implementation of economic strengthening interventions for participants in the pilot phase of a new app to accompany Pact’s signature WORTH program.
The Mobile Device Economic Strengthening Coordinator is responsible for monitoring the number of devices procured and distributed to the WORTH participants; ensuring the participants are trained effectively; and monitoring the usage of the MyWORTH app and comparing savings rates between those with the app and those without.
The Mobile Device Economic Strengthening Coordinator will have day-to-day responsibility for monitoring implementation, ensuring adherence to timelines, budget management and achievement of objectives. Project oversight will include but is not limited to: managing daily project activities to ensure the project accomplishes its deliverables with high impact, logistics and operations, budget approval; as well as monitoring, reporting, and evaluation activities.

Key Responsibilities:
The Mobile Device Economic Strengthening Coordinator’s primary responsibilities include:
Lead/coordinate strategy development, implementation and monitoring of all project activities
Identify WORTH savings groups appropriate to receive the phones and pilot first usage of the app
Introduce/facilitate sessions and activities on using MyWORTH app
Support collaboration with Pact staff, Tanzanian country government and other relevant groups
Contribute to Pact on quality assurance/continuous quality improvement of project tools, methodologies, and approaches.
Drafting and/or review and adaptation of MyWORTH app training, workshops, and other economic strengthening activities for participants
Monitor use and learning of app, strengthen such with mentoring, lead reporting and collection of feedback from users
Support knowledge management and linkages across program activities and Pact Tanzania’s work
Basic Requirements:
Bachelor’s Degree in International Development, Economics or field relevant to either economic strengthening OR mobile technology uptake.
At least 5 years’ experience managing/filling leading either economic strengthening OR mobile technology programs
Excellent grasp of mobile banking technology.
Excellent facilitation and training skills in a variety of economic development OR mobile technology topics.
Excellent communication and relationship management skills.

Overview:
The Sauti Project, funded by the United States Agency for International Development (USAID), supports the Government of Tanzania and civil society organizations to scale up community-based biomedical, behavioral and structural HIV and family planning interventions for key and vulnerable populations (KVPs) in 51 councils located within 14 selected regions of mainland Tanzania. Sauti is led by Jhpiego – an affiliate of Johns Hopkins University, with partners; EngenderHealth, Pact and the National Institute for Medical Research (NIMR) in Mwanza. The Sauti Project is also a community implementing partner for the U.S. President’s Emergency Fund for AIDS Relief’s DREAMS Initiative – a program that is solely focusing on HIV prevention amongst vulnerable adolescent girls and young women (vAGYW) age 15-24 years. Sauti’s portfolio is very comprehensive and broad, and includes: Community/Home-Based HIV Testing Services (including partner notification); HIV Self Testing (HIVST), Pre-Exposure Prophylaxis (PrEP); Community ART and linkages; STI screening, treatment and periodic presumptive treatment; FP/HIV integration; as well as screening and referrals for presumptive TB, GBV and alcohol/drugs.
The Technical Director will be responsible for providing technical leadership and guidance in the development and implementation of HIV prevention health activities under the leadership of the Chief of Party, Deputy Chief of Party and the Senior Technical Advisor (the latter of who is the project’s main technical backstop), and other Jhpiego Technical Directors, and utilizing and contributing to cross-cutting approaches, such continuous quality improvement, gender integration, in-service training as well as, annual phasing in of activities. The incumbent will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on sound and current scientific evidence. S/he will work closely with the Senior Technical Advisor to mentor and coach technical staff to ensure that they are maintaining technical excellence and program quality in alignment with the national KVP guidelines. Responsibilities:
Leadership

Required Qualifications:

The Resettlement Support Center (CWS RSC Africa) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. CWS RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. CWS RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya, with a sub-office in Pretoria, South Africa.

Primary Purpose
This position is responsible for the supervision of all Field Team staff in Kasulu Satellite office, including managing the daily workloads and training needs of the entire unit, and may involve travel to other locations in Sub-Saharan Africa. Field Team Supervisors will exhibit the highest professional standards and ethics, and serve as a role model for leadership and accountability for all Field Team staff.
Supervision
This position supervises the Field Team staff in the Kasulu, Tanzania office. This position reports to the Site Manager.
Essential Duties
Directly supervises field-based staff on the RSC Africa Operations field team. Performs all of the essential duties outlined in the RSC Africa Caseworker and Senior Caseworker job descriptions including: Achieves and maintains a high performance standard based on a thorough knowledge of, and adherence to, established Bureau of Population, Refugees, and Migration (PRM) Resettlement Support Centre (CWS/RSC Africa), Department of State (DOS), United States Citizenship and Immigration Services (USCIS), and Refugee Processing Centre (RPC) policies and procedures regarding current refugee processing eligibility criteria, database, and file management guidelines, the role of US Resettlement Agencies and refugee producing country conditions. Travels to locations throughout Sub-Saharan Africa to conduct AOR screenings, prescreening interviews, and support CIS adjudications with refugee applicants. Conducts AOR Screening and Pre-Screening interviews, per the daily minimums set by Field Team Management, in a non-confrontational, objective, and dignified manner. This includes: Identifying cases ready for screening. Scheduling cases per RSC/PRM/CIS guidelines. Explaining the USRAP and distributing key messages Determining case composition and ensures all refugee cases are cross-referenced according to established standard operating procedures. Writing deferrals and info memos for referring agency action, as required. Establishing the validity of an applicant’s identity through collection and verification of all demographic and biographic information including, but not limited to, names, nationalities, birth dates, and locations of all immediate family members in order to complete the refugee case history as required. Collecting all identity information including photographs, height, and weight. Collecting and running all required information for security checks. Documenting applicant’s persecution claim. Analysing, evaluating, and assessing the eligibility of refugee applicants for final adjudication by USCIS officers. Running Quality Check reports to ensure complete and accurate files, as well as identifying and correcting processing errors prior to USCIS adjudication. Supports USCIS officers for the adjudication of USRAP cases. This includes: Identifying and reviewing cases pending USCIS interviews in preparation for scheduling Scheduling cases in WRAPS, scheduling applicants for fingerprints, generating reports for refugee/partner notification, ensuring that the reports are centrally filed for easy retrieval, and updating WRAPS accordingly. Conducting cross reference counseling, ensuring families are resettled per their wishes, while ensuring no vulnerable applicants are left behind. Reviewing physical and WRAPS files and constituting physical files. Meticulously completing post-Adjudication review, ensuring all documents are correctly completed, updating requests, decisions and fingerprints, and preparing and distributing decision letters. Conducts file reviews in accordance with RSC and USCIS guidelines, paying close attention to detail. Works with other Operations departments as necessary to properly update cases. Consults with RSC Operations management to ensure exceptional case scenarios are processed in accordance with established policies and procedures. Assists as needed in preparing circuit rides. This may include but is not limited to; requisitioning supplies, assisting GSO in preparation, packing of files, contacting interpreters. Assists in Circuit Ride clean up at the end of the circuit ride, and other tasks as assigned by the Supervisors. Assists in various administrative tasks including but not limited to: research, locating files, data entry, in and out-processing and case analysis. Works closely with the Data Integrity Unit to develop and ensure the timely distribution of all statistical reports related to case processing. Analyses complex cases in consultation with Supervisors in accordance with established policies and procedures, while remaining open to supervisory direction. Develops, updates, and implements comprehensive standard operating procedures (SOPs) and works with other Field Team supervisors to ensure that the Field Team SOPs are coherent and comprehensive. Ensures all their direct reports have two unannounced observations per year and that at least one of their case files is reviewed monthly. Provides leadership and guidance for all staff and assists in the development of each staff member. Guides and supports all staff regarding how to effectively work with implementing partners in the field, as well as fully prepares for each circuit ride. Ensures all RSC Pre-Screening and Adjudications case review, WRAPS updates and clean-up is completed in a thorough, accurate and timely manner. AKHST is now seeking a qualified Facilitator and Field Coordinator to carry out a qualitative baseline and gender assessment in targeted districts of Mwanza.
Facilitator and Field Coordinator

POSITION SUMMARY
The position involves dealing with qualitative and gender assessment that is intended to provide detailed information on key gender issues w~~in the context of the project areas of intervention. The questions related to the qualitative indicators in the project performance measurement framework (PMF) will enable further investigation following the quantitative data collection in the baseline study, alongside questions specifically focused on gender equality issues. The IMPACT project team and partner organisations will use the gender assessment information to support the revision of the project gender strategy, as part of project implementation; monitoring and evaluation. The Lead facilitator is expected to work directly with MERL Manager. In addition, the lead facilitator is to submit all required documents, including field notes and transcripts.

RESPONSIBILITIES
• Recruiting facilitators, note takers and relevant translators and transcribers. Facilitators for female FGD must be female. These facilitators must be experienced in qualitative methodologies, have gender equality experience and have high level facilitation skills.
• Training facilitators and note takers following the study protocol.
• Data collection.
• Data quality assurance checks, debriefing after FGDs, review of field notes.
• Translation and transcription of all FGDs and key information interviews
• Communicate regularly and provide updates to AKF/AKHST Study Lead

WORKING EXPERIENCE, SKILLS AND QUALIFICATIONS
The lead facilitator and facilitation team must possess the minimum skills and qualifications:
• Minimum of 5 years of qualitative study experience, with particular emphasis on gender analysis in the health sector, preferably for international non-profit. Organizations or multilateral agencies
• Excellent facilitation skills and coordination of field work.
• Minimum of 5 years of experience in administering studies, collecting data and producing quality baseline/end line study reports.
• Good knowledge of the region, and preferably regions where the project is being implemented (Mwanza).
• Experience of effective interaction with local non-government organizations, government departments, and international organizations.
• Evidence of similar work in the recent past is a key requirement.
• Ability to recruit and identify quality facilitators with local language skills.
• Experience with note taking of focus group discussions and key informant interviews

Overview
MSH seeks candidates for the position of Chief of Party for an anticipated 5-year, Tanzania Malaria Surveillance and Vector Control Project, projected to be awarded on or by June 1, 2018. The Chief of Party (COP) will lead a project, supporting USAID/Tanzania and the President’s Malaria Initiative (PMI) to assist the Tanzania National Malaria Control Program (NMCP) to strengthen malaria surveillance and to improve targeting and tailoring of vector control interventions across differing transmission zones.

Although significant effort and progress have been made in reducing the effect and impact of malaria in Tanzania in the last 15 years, including a halving of under-five mortality, much work remains as certain areas of the country maintain high prevalence and transmission rates while others are experiencing rates approaching elimination levels. The particular challenge remains to maintain surveillance information to be able to identify areas where different or enhanced vector control approaches may be needed in order to reduce high transmission or even to eliminate malaria, if possible.

The successful candidate will work closely with USAID/Tanzania and the PMI/Tanzania team as well as with the NMCP of Tanzania to lead implementation of this project, respond to technical assistance needs including zone-specific implementation as well as national technical leadership and advocacy. The COP will work closely with the MSH headquarters team, particularly the Senior Principal Technical Advisor-Malaria, to ensure efficient project implementation while maintaining the highest level of technical excellence.

This position is contingent upon project award and funding
Specific Responsibilities
  1. Lead management and implementation of the Tanzania Malaria Surveillance and Vector Control Project including supervising staff, overseeing and managing project finances, ensuring development and roll out of work plans, preparation and submission of reports as well as constant and highly professional collaboration with USAID, PMI and host-country officials including the NMCP and district-level officials.
  2. Provide technical assistance to the NMCP, develop, and update malaria policies and guidelines related to malaria surveillance and malaria vector control interventions.
  3. Identify and prioritize key technical and programmatic bottlenecks at the country level that require an evidence-based response.
  4. Provide technical assistance, as needed, to support implementation of project interventions.
  5. Provide leadership and guidance to the community of national malaria partners and relevant national working groups that support the NMCP and the National Malaria Control Strategy.
  6. Help identify common gaps in the technical areas and/or policies related to malaria surveillance and vector control that require a changed or improved responses as well as improved collaboration.
  7. When and where possible, leverage MSH’s extensive experience and technical expertise in M&E and operational research to improve activity and project outcomes.
  8. Building on work under the Leadership Management and Governance (LMG) project, support technical assistance, as needed, to the NMCP to build capacity in malaria surveillance and vector control.
  9. Other responsibilities as identified at the country-level, in collaboration with USAID and the NMCP.
Qualifications and Experience
  1. Master’s degree in Public Health or related area, or MD or PhD in health field.
  2. Minimum of 10 years of successful experience as senior-level expert or previous COP in malaria or health projects, funded by USAID or by other international donors.
  3. Good knowledge of or working experience with the PMI.
  4. Proven experience providing technical assistance on malaria surveillance or malaria vector control, or other malaria-related area.
  5. Experience providing technical leadership in malaria or public health.
  6. Successful experience in engaging representatives of the host country NMCP, civil society organizations, international development organizations and NGOs to support project implementation and/or to provide national leadership on policies.
  7. Demonstrated experience in managing staff and large project budgets.
  8. Successful experience in sharing knowledge, documenting experience, preparing reports, supporting global initiatives, and sharing credit.
  9. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication in English, and negotiation skills.
  10. Ability to work in Tanzania and travel abroad (US or Europe), as needed.

Overall Purpose/Broad Function:

Key Duties and Responsibilities:
Project Development: **
· Support the Country Director to ensure that the landscape analysis for child adolescent and women health and nutrition and fortification programs are regularly updated and available.
· Support Country Director with information necessary for designing of country plans and proposals.
Project Implementation and Management
· Develop annual work plans and budgets for country projects.
· Ensure that work plan activities are implemented as scheduled and per the approved budgets.
· Carry out site monitoring visits to ensure that implementing partners are implementing project activities according to agreed strategy and contractual commitments.
· Ensure data monitoring plans are timely implemented, project monitoring data is collected, and the data workbooks are regularly updated.
· Develop quality monthly and quarterly and annual performance monitoring (both technical and financial) reports and ensure challenges are identified and recommended corrective actions are timely implemented.
· Draw up on internal NI expertise in Tanzania, the Regional, and Headquarter Offices as necessary to ensure projects are on track.

External Relations
