Job description:
  • Collaborate with the management team to prepare detailed project Annual/Quarterly/Monthly/Weekly work plan including budget.
  • Attend to all correspondence with donors in relation to the implementation of the project
  • Supervise the implementation of the project activities in collaboration with scheduled officers.
  • Conduct M&E activities using ASUTA and SAUTI M&E tools.
  • Ensure that project personnel are well conversed with the project operations.
  • In collaboration with the management team to recruit and certify various volunteers to be assigned to the project.
  • Collaborate with SAUTI team, LGA and other CSO’s for the successful implementation of the project.
  • Submit project implementation progress reports as agreed by the management and donors (Weekly, Monthly, Quarterly),
  • Communicate with project regional contact person / grant manager as appropriate for the smooth operation of the project,
  • Take lead and facilitate proposals development for expanding ASUTA mission, vision and objectives.
  • Participate in the formulation of the organization strategic plan and ensure its operationalization
  • Provides leadership and guidance on harmonization and integration of different programmes under ASUTA,
  • To supervise regular data collection through implementing partners and ensure quality of the data by random verifications and validations,
  • To conduct staff performance evaluation as per list of his/her subordinate’s periodically,
  • Monitory program staff attendance and individual work plan,
  • Arrange weekly staff meeting and keep agendas and minutes,
  • To record, manage and preserve monitoring and evaluation data in a safe and accessible way
  • To analyse and discuss findings based on regular monitoring data with SAUTI team,
  • Prepare monthly success story and share with progress report to donor,
  • Share weekly internal implementation project status report - target against target to ASUTA management,
  • Identify and evaluate the risks to the organization's people (clients, staff, management, volunteers), property, finances, goodwill, and image and implement measures to control risks
  • Perform any other duties assigned by the Project Director.
Job related experience and knowledge:
  • Masters/Degree in Sociology, Social Work, Commerce (Marketing), community development and related field.
  • 5 years’ experience in managing health programs including VLSA, WORTH programs, planning, designing, supervising, and evaluating healthcare programs
  • Acknowledged skills in one of or more of the following areas: Forming groups(WORTH), VLSAs, HIV/AIDS, STIs and Family Planning related health services
  • Extensive knowledge of the local health systems from the national to the local levels.
  • Previous experience and understanding of Gender policies and women’ rights policies is preferred,
  • Experience in proposal developments,
  • Experience of working in AGYW programs is an Added advantages
  • Demonstrated ability in managing teams to achieve health results
  • Ability to develop productive working relationships with counterparts and other agencies and organizations worldwide

The Institutions for Inclusive Development (I4ID) programme’s goal is for economic growth and services to bring more benefits to poor and marginalized people in Tanzania. We work with government, representative institutions, civil society and the private sector to strengthen institutions in Tanzania to become more inclusive and accountable in order to achieve this goal. I4ID is a five-year project funded by UKAid and IrishAid until 2021.
Programme overview and role
The organization is seeking dynamic individuals to play a key role in an
exciting new programme in Tanzania, Institutions for Inclusive Development (I4ID), which recently started its implementation phase and is running until 2021. I4ID is applying new and innovative approaches to facilitate solutions for Tanzanian development that benefit the largest number of people possible – including the poor and most vulnerable in society – through inclusive growth and better public services. The programme is designed to address some of the fundamental challenges for inclusive development including coordination failures and systemic weaknesses in policy formulation and administration. We bring stakeholders together to develop an informed and shared understanding of their collective interest, providing technical support, research, analysis, and facilitation around issues of critical interest to the Government of Tanzania and other stakeholders. I4ID will offer support to government, private sector, parliamentary institutions, and civil society to engage in working towards a more inclusive Tanzania.
I4ID is looking for consultants to join the team and take responsibility for conducting studies and completing other deliverables required to support locally led development initiatives in collaboration with strategic and implementing partners.
Scope of Services

Responsibilities
As a management consultant, you will:
  • Carry out study/research, data collection and conduct analysis to a particular study that will assigned based on the needs of the programme
  • Run focus groups and facilitate workshops
  • Identify issues and form hypotheses and solutions
  • Present findings and recommendations to programme management
  • Implement recommendations/solutions, ensuring the programme receives the necessary assistance required

IESC – the International Executive Service Corps – is a US-based non-profit organization that supports private enterprise in developing countries. Social Solutions leads the Coordinating Implementation Research to Communicate Learning and Evidence (CIRCLE) Project, which will implement a four-year Developmental Evaluation (DE) of USAID Boresha Afya Project in Tanzania. The Boresha Afya project aims to support the Government of Tanzania to increase access to high quality, comprehensive, and integrated health services, particularly for women and youth. The project is implemented in three zones of Tanzania, namely Lake/Western Zone, North/Central Zone, and Southern Zone.
Developmental Evaluation practice involves (1) embedding an evaluation team with project implementers, (2) providing real-time feedback to intended evaluation users, (3) using systems- and complexity thinking, and (4) supporting inclusive learning and timely decision making for program improvement toward meeting its objectives. Flexible evaluation design along with strong stakeholder engagement and knowledge management are essentials to the success of DE.
The CIRCLE Project seeks three experienced Zonal Developmental Evaluators for coordinating and implementing the DE activities in the respective Boresha Afya project zones. The primary responsibilities include implementing data collection and analysis activities per the DE design, providing continuous feedback to intended evaluation users to support timely decision making, and tracking learning and adaptation milestones in the project.
Job Locations:
Zonal Developmental Evaluators will be embedded with Boresha Afya partners, one in each of the respective zones: Lake/Western Zone (Mwanza), North/Central Zone (Tabora), and Southern Zone (Iringa). The specific location in each zone may change based on emerging evaluation priorities. Candidates’ flexibility regarding site for embedding is highly desired. Zonal Developmental Evaluators can expect up to 30-50% time for domestic travel, primarily within the respective zone, but also to include Dar es Salaam and other locations.
Responsibilities
  • Under guidance of the Principal Investigator (PI), manage the implementation of the DE activities in the assigned zone and provide regular reporting to the PI.
  • Participate in the development, review, and refining of the Developmental Evaluation plan and theories of change.
  • Work closely with respective Boresha Afya zonal teams over the course of the DE to prioritize focus areas, formulate evaluation questions, and update evaluation plans.
  • Collaborate within the DE team to design data collection instruments, and data management systems and processes that are both zone-specific and cross-cutting with other zones.
  • Lead the implementation of zone-specific data collection, analysis, and reporting activities.
  • Participate in recruitment and oversight of additional data collection and analysis support staff, as needed.

Qualifications

The job holder will be responsible for coordinating Humanitarian Response Programme monitoring, evaluation, accountability & learning efforts in Kigoma and ensure high quality programming for Refugee children, youth, partners and donors. In close collaboration with the Emergency response Manager and Emergency Field manager as well as thematic Coordinators, the MEAL Coordinator will play leading role in coordinating the implementation of strategies to ensure proper planning, implementation, monitoring & evaluation of the Response projects and the timely dissemination of best practices & lessons learned. The MEAL Coordinator will also be responsible to lead in coordinating MEAL related activities of other for all the projects being implemented by Save the Children (SC in Kigoma). She/he is responsible to ensure that the delivery of the programs is in line with SCI’s Minimum Operating Standards, donor requirement, SC MEAL essential standard and specific programmatic approaches designed by the Donor and Response Quality Bench Marks.
SCOPE OF ROLE: The position is under the line management of the Emergency Response Manager and is directly reporting to this post. The MEAL coordinator will also have dotted line management to the Country programme’s MEAL Advisor. This post has direct coordination role of all program teams to get the monitoring, evaluation, accountability and learning tasks of projects and programs performed appropriately so as to contribute to achieve the organizational goal and objectives.

KEY DUTIES & RESPONSIBILITIES
- Lead on monitoring and improving the synergy and integration of sectors to enhance delivery of outstanding results for children and their communities
- Design and implement participatory and result based MEAL system that will generate timely information and feedback to project counterparts at all levels, and to management and donors
- Lead the development of the MEAL plan for all the Awards in the Humanitarian Response.

- Provide technical support for the identification of appropriate indicators and relevant data sources, and the development of data collection systems and tools for the programs
- Coordinate and oversee the development and maintenance of appropriate databases to accurately track data collected from various interventions across program activities
- Building the capacities of field office staffs on the application of the various MEAL tools and providing day-to-day technical assistance to them in the implementation of the tools, including onsite support
- Compile and produce quality organizational reports as per the donor and partners requirements; documentation/sharing of success stories, best practices and lessons learned on a regular basis

Specific responsibilities

ROLE PURPOSE:
The Comic Relief Programme Manager will provide strategic leadership and is accountable for providing management and oversight of the implementation of the Comic Relief programme and to represent and advocate for Save the Children’s work and organizational priorities with a wide range of external parties including government representatives, communities, donors, UN and other agencies operating in Songwe and at Dar es Salaam level.
SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania. We currently have an operational presence in Lindi, Shinyanga, Zanzibar, Songwe and Kigoma as well as Dar es Salaam and we also work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $10 million.
Reports to: Director Programme Implementation
Dimensions: Maintains strong linkages with the Technical Specialists for Education, Child Protection and Health and Nutrition and the Meal Specialist amongst others in the Programme Development and Quality team
Staff directly reporting to this post: Programme Coordinator Mbozi, MEAL Coordinator
PROGRAMME OVERVIEW:
The programme is researching the impact that a series of low cost interventions to support children from conception to the end of Standard 2 will have on their learning outcomes. This includes:
  • The impact of parenting support on children’s development and school readiness at each of four key measurement points: age three and on to entry to pre-primary (in Phase 1) and on to entry to primary school and at the end of Standard 2 (Phase 2).
  • The impact of school and teacher focused interventions on children’s learning at 2 key measurement points: end of pre-primary and end of Standard 2.
  • In addition there will be community based interventions promoting improved nutrition and child health and cognitive development of the child.
  • Systems level interventions that include changing the discourse around caregivers’ roles and creating enabling environments for children’s development and reduction of violence in homes, communities and schools.
  • Engaging Local Government Authorities in programme design and oversight and using research and learning to influence decision making and planning.
  • The two outcomes from the programme are:
  • Children have improved learning outcomes in literacy and numeracy at end of Standard 2.
  • Government and development partners support effective allocation of resources, and adopt strategies in early childhood and basic education that improve the learning outcomes of all children.
KEY AREAS OF ACCOUNTABILITY:
1.Programme leadership
  • Providing strategic vision, direction and leadership of the programme.
  • Lead strategic, financial, and operational planning, including the annual work planning process ensuring programme is adaptive to experience, learning and evidence.
  • Building, leading and enabling a high performing team (including capacity building activities, training, peer learning.)
  • Make effective and timely strategic decisions about the design and direction of the programme.
  • Creating effective partnerships for implementation and advocacy / influence.
  • Support advocacy and engagement with development partners and relationships with government at a policy level.
2.Programme management responsibilities
  • Provide management oversight of the implementation of the Comic Relief programme both in Dar es Salaam and Mbozi.
  • Liaise closely with the Education, CP and Health and Nutrition Specialists for technical guidance to the programme.
  • Develop detailed implementation plans, procurement plans and phased financial forecasts in collaboration with the programme staff and partners.
  • Ensure that all planned activities and related expenditures for the Comic Relief programme are on track with recorded DIP in strict compliance with the agreed budget lines and Save the Children’s financial regulations and reviewed on a monthly basis during Award Review Meetings. Adjust plans accordingly.
  • Oversee and ensure the quality of partner identification and support implementation. Ensure a capacity assessment and development plan is in place, regularly reviewed and followed-through.
  • Regularly travel to the Mbozi field site locations to lead the start-up, manage implementation, and in coordination with MEAL staff oversee the monitoring of project activities.
  • Oversee and/or develop technical materials in collaboration with Technical Specialists within country and from member to further project activities, objectives and results.
  • Ensure all programme activities on the ground fulfil the requirements of the approved Save the Children Country strategic plan.
Operational
  • Ensure all staff comply with Save the Children financial and logistics procedures.
  • Ensure functional systems are in place for effective project planning, preparation, start-up and implementation.
  • Prepare monthly projects updates and quarterly / annual reports including all project documentation and ensure timely submission to the Senior Management and donors through the head office.
  • Incorporate child rights programming into all aspects of Save the Children's work in the operational areas where possible and with support from head office colleagues and ensure requirements of Save the Children Child Safeguarding Policy are fully complied with by all staff and partners in the Comic Relief programme.
3. Monitoring, Evaluation, Accountability and Learning / Research
  • In collaboration with the MEAL team establish and ensure implementation of a strong MEAL system for the Comic Relief programme (MEAL plans, indicators, performance tracking tables, monitoring tools, benchmarks etc.)
  • Include baseline studies, formative assessments, mid-term evaluations, final evaluations and other research studies as well as learning events as part of annual DIPs.
  • In collaboration with MEAL unit, develop process, output and outcome level Quality Benchmarks and regularly review progress on indicators/achievement of targets (LFA).
  • Discuss monitoring findings during program coordination/review meetings, review MEAL reports to highlight key project strengths and areas of improvement, and use learning from monitoring reports for project planning and implementation.
  • Provide programmatic inputs for the development of the ToRs of evaluations/baseline studies which include background information and scope of work and proposed methodology in conjunction with TS and MEAL input.
  • Review accountability to beneficiaries’ data and reports and provide technical support to implementation team using key learning from accountability system for program development, planning, improvement and implementation.
  • Identify staff MEAL capacity needs and inform MEAL unit and set aside MEAL capacity building budget for programme staff.
4. Staff management and development
  • Line management responsibilities for the Comic Relief programme staff.
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure appropriate professional development opportunities are provided.
  • Manage the performance of all supervisees through the effective use of the Performance Management System and ongoing mentoring/coaching.
  • Lead, manage and motivate the relevant staff members, ensuring they have clear work plans and objectives and receive quarterly supervisions and reviews.
  • Ensure all staff receive the relevant training and support required to enable them to undertake their responsibilities effectively in line with internal project management systems
5. Save the Children representation
  • Regularly coordinate and collaborate with other SC sector teams to strengthen programming and impact for children.
  • Engage the donor and Tanzania government officials at all required levels as required to ensure Save the Children is considered a preferred and active partner in Tanzania and in the Songwe Region specifically.
  • Represent SCI in technical coordination meetings with Comic Relief and local and international partners, and any other relevant meeting when required.
