Overview
Mbeya Region is one of Tanzania's 31 administrative regions. It is located in the country's southwest. The regional capital is the city of Mbeya. Mbeya Region is now bordered to the northwest by Tabora Region, to the northeast by Singida Region, to the east by Iringa Region, to the south by Songwe Region and Malawi, and to the west by Songwe Region. Prior to the creation of Songwe Region, Mbeya Region covered an area of 62,420 square kilometres (24,100 sq mi). It now covers an area of 35,954 square kilometres (13,882 sq mi).

Mbarali District is one of the seven districts of Mbeya Region, Tanzania. It is bordered to the north and east by Iringa Region, to the south by Mbeya Rural District and to the west by Chunya District.
According to the 2002 Tanzania National Census, the population of Chunya District was 234,908. Before the expansion of the Ruaha National Park in 2008, Mbarali District covered an area of 15,560 square kilometres (6,008 sq mi)

Job Description
The International Rescue Committee (IRC) is an International Non-Governmental Organization working in 40 countries, responding to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. With funding from donor governments, institutions, companies and individual supporters we strive to support people meet their basic rights with dignity and to be protected.

The IRC Tanzania Program began operations in the Kigoma region of Northwestern Tanzania in 1993 responding to a large influx of refugees from the neighboring countries of Rwanda and Burundi and later from the Democratic Republic of Congo (DRC).

IRC Health Program current priority is to ensure high-impact family planning (FP) practices, especially adolescent and youth sexual reproductive health (AYSRH) contraceptive services, by building the capacity of camp-based medical doctors, nurses, and clinical officers to counsel and provide FP services through mentorship and coaching. In 2017, the IRC’s work resulted in over 6,000 people accessing modern contraceptives, of which 60% were new users; a possible indication of huge unmet needs within the refugee population. Largely due to the lack of appropriate equipment and expertise among existing staff, more permanent contraception services were limited resulting in a large proportion of clients opting for a category of short term methods, particularly Depo Provera, instead of their preferred choice.

Job Overview/Summary:
In partnership with Marie Stopes Tanzania (MST), IRC intends to implement a 60 month project with a role focusing on direct family planning service delivery in Mtendeli, Nduta, and Nyarugusu refugee camps and the local population in the Kigoma region. The Scaling-up Family Planning project, by 2023, will reach 240,000 additional users, provide 10 million couple years of protection and avert 6200 maternal deaths. These results will be achieved through the provision of family planning services, Comprehensive Post-Abortion Care (CPAC) and management of Gender-Based Violence (GBV) in Tanzania. There will be a specific focus on women and girls in Tanzania who will be the primary recipients of the services.

The Programme Manager will be responsible for ensuring the success of day-to-day operations, activities planning and ensuring effective delivering against the project’s work plan. He/she will also oversee the generation of data and be responsible for reporting. He/she will be based at Kigoma with periodic travel to Dar es Salaam to MSI offices and IRC’s country office for consortium related activities. He/she will report to IRC’s Senior Health Coordinator.

Major Responsibilities:
Project Management and Monitoring
  • Oversee the implementation of all IRC FP/CPAC service delivery activities in Kigoma refugee camps
  • Work closely with IRC’s GBV focal person on implementation of GBV related activities in refugee camps and host communities.
  • Work with project staff to develop and actively track project work plans
  • Closely monitor overall programme quality and performance in terms of data measurement, spend rate on budgets, staffing at country level, on-time delivery of reports and other products.
  • Act as the singular focal point for regular updates to relevant IRC internal stakeholders, including regional leadership, IPD leadership, and PQU leadership
  • Contribute to the development of robust data collection systems to ensure that the Scaling-up Family Planning programme is data-driven and that programmatic decisions are grounded in evidence.
  • Review Budget vs. Actual expenditures on a monthly basis, providing relevant feedback to the finance department and adjusting activities as required.
  • Enforce stewardship and accountability by ensuring that resources are efficiently and effectively utilized within the project for the intended purpose


Partner Coordination and Representation
  • Serve as the focal point with MST to develop joint work plans and share IRC-specific progress and lessons learned
  • Represent the IRC at consortium-level meetings and in presenting project results to external actors
  • Develop and maintain effective working relationships with key stakeholders including government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Where necessary develop strategic partnerships with local organizations
  • Represent IRC to local communities, government departments, international agencies, and local partners as required.

Reporting
  • Coordinate the production of all narrative reports from IRC country teams and provide feedback to improve product quality, accuracy, and style
  • Ensure high quality, timely and coherent reporting, both financial and narrative to the consortium lead

Qualifications
  • University degree in health science; advanced degree preferred. At least three years of relevant professional experience with an international or civil society organization, including direct implementation of FP/SRH programming
  • At least 3 years program management experience, including at least 2 years implementing health and GBV integrated related programs
  • Demonstrated knowledge of sexual and reproductive health programs, especially family planning programs in resource-limited settings
  • Demonstrated knowledge of gender based violence prevention and response program
  • Experience working with displaced or otherwise marginalized communities required
  • Demonstrated experience in project management, including financial, HR, and grants management
  • Strong verbal communication skills and effective in representation and liaison with external actors
  • Excellent spoken and technical writing ability in English, including report writing

Mpanda is a city in Katavi Region of Tanzania, East Africa with a postcode number 50100. It is the administrative centre of Katavi Region, Mpanda District and is itself one of the four districts of the region.
Mpanda is a "frontier town" in the far west of Tanzania, roughly 500 km north of Mbeya and 380 km south-west of Tabora. It is the administrative headquarters for the Katavi Region, (created by subdivision of the Rukwa Region in 2012), and for the Mpanda District. It is an important centre in the rural economy, especially for the marketing and transshipment of rice and maize. The Katavi region is increasingly of interest to mineral prospectors, especially for gold.

It is also a staging point for visiting the beautiful Katavi National Park, with its headquarters just 35 km to the south at Sitalike. The Park has a good cross-section of East African wildlife but is perhaps best known for its populations of hippopotamus. As yet all roads into Mpanda (from Sumbawanga, Tabora or Kigoma) remain unsealed and may for brief periods become impassable at the height of the wet season (particularly February–March). The Tanzanian government has in progress a project to seal a large part of the road north from Sumbawanga.

Local services include minibuses to Sitalike, and daily bus services to Usevya and to the fishing villages of Karema and Ikola on Lake Tanganyika. Mpanda is the endpoint of a rail line with passenger services from Tabora (approx 12-15hours). In 2012 the government completed an upgrade of Mpanda airport to a 2 km sealed runway and a commercial air service has commenced.

  • Examines and processes travel claims in accordance with relevant rules, circulars and instructions; ensures that proper supporting receipts conform to the authorized itinerary.

Who You Are
  • 10+ years working in content development and creative media
  • A track record of developing and producing content and content strategies for a large scale media organisation, preferably across multiple countries or regions
  • Experience of managing a broad range of multi-channel, multi-media content creators and producers
  • Experience working across both scripted and non-scripted (editorial) formats would be beneficial
  • Experience working in Africa, Asia or both with a proven sensitivity to low-income and marginalised populations
  • Experience of working on branded content
  • Experience coaching and mentoring young content creators would be desirable
  • Experience of working in writers rooms and on serialised scripted products would be a bonus
  • Deep expertise in digital content creation and writing for digital products would be useful
  • Fluency in Swahili, Hindi or French would be a bonus
  • The creative team at Girl Effect is based in multiple countries. Experience working with remote teams would be very useful.

PURPOSE: The WASH Officer under the management and supervision of the WASH Team Leader will be responsible to implement different activities of DRC related WASH program to ensure the program’s objectives are achieved. The post holder is directly responsible for all Sanitation and Hygiene aspects on WASH in both three camps of Nduta, Mtendeli and Nyarugusu and host communities.

The mainly activities will include

To facilitate various training and campaigns on COVID-19 prevention and response in the camp setting and host community level through various approaches including using PA, posters, training to community hygiene promotors, zonal leaders and community leaders and members.
To provide day to day hygiene promotion activities through supervising the Community Health Promotors who are working directly with refugees to ensure that they provide knowledge, to change altitude and adaptation of good hygiene practices led to reduce the transmission of communicable diseases as well as to ensure that POCs are received and use properly the distributed various hygiene kits at their respectively camps and surrounding host communities.

KEY RESPONSIBILITIES

  • Work with local leaders at community levels in identifying, mobilizing and sensitizing target communities for water, sanitation and hygiene promotion.
  • Identify the target behaviors that need promotion for the prevention of the COVID-19, the target audience and the settings (homes, public spaces such as workplaces, marketplaces, places of worship, public transport, etc.) in which to practice and promote these behaviors. The same behavior might require a different promotion strategy in different settings.
  • Identify appropriate interventions based on the review of evidence of barriers to performing the behavior, effective communication channels, public health risks assessment and past experience, and in consultation with government and partners, chose the mix of interventions that is right for the context, the target groups, target behaviors and settings you have identified.
  • Work with the Hygiene and Sanitation clusters at community levels in identifying, mobilizing and sensitizing target communities for sanitation and hygiene promotion.
  • Implement hygiene promotion activities building on existing community engagement activities (e.g. hygiene, health, education, nutrition promotion)
  • Participate in collection of useful data success stories and beneficiary lists as required.
  • Participate in preparing monthly/quarterly/annual highlights/reports for donors.
  • To lead the training to the WASH committee (Burundians) related to hygiene and sanitation issues.
  • Leading the WASH distribution team in the distribution of various kits in order to serve in a proper way.
  • Together with the WASH team, hygiene and sanitation officer is required to do proper supervision of construction of sanitation facilities i.e. construction of various types of latrines including household latrines, family shared and emergency latrines, decommissioning and replacement of full family shared latrines and installation of handwashing facilities.
  • Together with the government extension staff, specifically, the Health Assistants (HAs), Village Health Teams (VHTs), play a lead role in mapping out communities for village sanitation improvement, especially during the CLTS/PHAST/CHAST role out exercises.
  • Contribute to grant proposals in area of hygiene and sanitation facility construction and promotion.
  • Collaborate with relevant Internal and External technical experts on issues related to Hygiene and Sanitation Promotion.
  • Represent DRC at WASH Cluster meetings and other relevant technical coordination meetings with the donor and external partners on all aspects related to hygiene and sanitation promotion.
  • Ensure integration of WASH activities with other DRC sectors.

  • Initiate procurements and ensure their execution and ensure the delivery of supplies to the right beneficiaries following our SOPs.
  • Contribute to grants management of all WASH projects through management of day to day project expenditures.

Personal Specifications

Essential:

  • Minimum of Bachelor’s Degree in Environmental Health Science, Water Engineering or WASH related course from recognized institution. Social science courses can be considered if relevant experience is available.
  • At least three years’ experience in implementing WASH project especially in hygiene promotion using various approached i.e. CLTS/PHAST/CHAST etc.
  • Thorough knowledge of WASH national and international standards
  • Strong competence in English literacy
  • Proven skills in computer programs (Word, Excel, and statistical packages)
  • Strong interpersonal and communication skills

Overall purpose of the role: (1-2 sentences)

The Project Assistant -GFD is responsible for maintaining a direct line management of Distribution Scoopers and Food Management Committees (FMC) in Nduta Camp, providing overall management and coordination at assigned Food Distribution Point (FDP) in addition to completing timely reports.

Responsibilities: (in bullet points)


  • Ensure all activities are implemented in line with established food management protocol.
  • Receive commodities for the chute from the Team Leader-GFD, ensure proper distribution of entitlement with individual scooping method and report back with number of beneficiaries served and the remaining balance in daily basis during the distribution period.
  • The Project Assistant-GFD will verify each individual that comes to the FDP by cross checking ration cards with the Food Log. He/she must confirm that every Household comes with a ration card and attestation letter and that somebody from the household is physically present to receive the food.
  • Conduct all project activities in accordance with the agreed work-plan and project proposal, ensuring food distributions run effectively and efficiently, meeting the required standards of service for targeted beneficiaries.
  • Troubleshoot all distribution issues at field level, with guidance from Team Leader-GFD
  • Complete daily distribution reports, submitting to Team Leader-GFD on a daily basis.
  • Provide Food Assistance training to Scoopers, FMC Members and other stakeholders, as directed.
