CPB Headquarters is located in Dodoma at Central Business Park, Mbugani area along VETA Road. Position: QUALITY, ENVIRONMENT, HEALTH AND SAFETY (SHEQ) (2 POSTS)
Qualifications

  • Holder of a Degree in Agriculture, FoodScienceandTechnology, Food Processing or Process Engineering from recognised institution or its equivalent qualification.
  • Knowledge of the Cereals and other produce Industry.
Experience
  • Two to five years’experience in food processing industry or quality, environment, health and safety related work.
  • Familiar with hazards analysis, critical control point (HACCP) and good manufacturing practices (GMP).
Duties and responsibilities
  • Assisting in inspecting cereals and other produce mills, warehouses, silos, premises and weighing scales as may be prescribed by the Board;
  • Assisting in assessing the quality of cereals and other produce or cereals and other produce products based on established standards and procedures;
  • Assisting in setting up standards for cereals and other produce processed, blended and packed by the Board;
  • Assisting in Monitoring and evaluating the quality of cereals and other produce from the farmers, warehouses, silos, mills based on established standards and procedures in the Board;
  • Undertaking any other duty as may be directed from time to time by his superiors.

The Global Health Supply Chain – Technical Assistance - Tanzania (GHSC-TA-TZ) program, supported by the United States Agency for International Development (USAID), provides expert technical assistance to Tanzania to strengthen country supply chain systems across all health elements, e.g., malaria, family planning (FP), HIV/AIDS, tuberculosis (TB) and reproductive, maternal, newborn and child health (RMNCH). In coordination with in-country and development partners, GHSC-TA-TZ assists Government of Tanzania (GOT) by providing strategic planning and implementation assistance; improving the delivery of health commodities to service sites; providing capacity building support to broadening stakeholders understanding and engagement of the supply chain system; and strengthening enabling environments to improve supply chain performance.

JOB SUMMARY:
The Deputy Chief of Party (DCOP) will be located in Dar es Salaam and will serve as a liaison with USAID Tanzania, the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC), the GHSC-TA-TZ home office, and all other counterparts involved in program implementation. The DCOP will provide overall program management and oversight of program operations to ensure efficiency, effectiveness, compliance and high-quality delivery of technical assistance services and deliverables. Qualifications include a minimum of eight years' experience managing USAID or other donor funded projects, an advanced degree in public health, supply chain management, international development, or related field, and experience from multiple countries in health system strengthening supply chain management, pharmaceutical management and/or other relevant technical area. Knowledge of private sector best practices, management information systems, health financing, performance management, innovative solutions, and USAID's global health priorities and initiatives required. Experience working on previous USAID global supply chain projects highly desired.


Responsibilities:

• Build and maintain a high performing technical team, providing thought leadership and demonstrating technical expertise across a range of supply chain functional areas including but not limited to: quantification, data use and analysis, capacity building, logistics management information systems, and supply chain financing

STATEMENT OF WORK
The High Commission of Canada in Dar es Salaam is looking to contract a Coordinator for the Canada Fund for Local Initiatives CFLI) Program

The individual will be responsible for:
• Carrying out project identification, project monitoring, and maintenance of files for Canada Fund projects in Tanzania, Comoros, and Zambia;
• Preparing lists of project proposals for the CFLI Committee with recommendations for consideration by the Head of Mission and rationales for those recommendations;
• Preparation of appropriate Canada Fund approval documents and reports;

General activities
Plan and Implement Projects
To be involved in the design, specifications, and execution of various aspects of the project. To evaluate the supply, installation, testing and commissioning of the paddy processing machines and associated structures and determine the best engineering method or practice to accomplish the project .To establish an estimated cost and what tools and technologies are appropriate for the project as well as a timeframe for the work to be completed.

Supervise Projects
Supervise all activities of the project and ensure compliance to all plans and specifications and identify all errors in plans and ensure optimal working of contractual personnel.

Oversee Compliance

Must make sure their projects adhere to all government and industry standards and guidelines. If special permits or records need to be obtained, the Resident Engineer will do so and ensure the paperwork is recorded and stored properly.

Specific tasks include
  • Coordinate actions and inspections between the client and the consultant actor to ensure compliance with contract drawings and specifications.
  • Manage and maintain accurate field notes and maintain flow of technical information and prepare comprehensive assessment reports for all supplied machines and associate equipment’s.
  • Manage the general coordination with all the Project manager at Mwanza
  • Attend project meetings, closeout meetings, and all other miscellaneous meetings and provided the respective Minutes of those meetings.
  • Prepare all project documents and design all purchase orders and project schedules and ensure compliance to all health and safety policies and participate in evaluation of all engineer personnel.
  • Establish the need and coordinated field visits with professionals of different disciplines for problems related to the development of the construction work.
  • Evaluate unforeseen field conditions and coordinated with Project manager and other professionals.
  • Manage and supervise safe remove and storage of the existing /old machinery and equipment and to advise on appropriate use of the same
  • Provide professional advice in the design of process flow and waste management system
  • Creating and handling schedule to construction staff, performing field quality control tests, assessing the material quality and quantity; verifying and approving invoices, overseeing work of the staff, ensuring compliance with quality standards, guaranteeing material availability, recommending repair work, surveying blueprints and maps, providing technical advice, identifying construction constraints, and preparing periodic reports.

  • Collect water samples at different parts of the water treatment plant for analysis and recording;
  • Carry out water and waste water treatment processes.
  • Carry out physical, chemical and bacteriological analysis of water and waste water. o Ensure that equipment in the laboratory are in working order by requesting regular servicing and regular calibration:
  • Draft periodical performance reports on laboratory activities.
  • Monitor water quality and quantity from reservoir and other water sources, water treatment plants and water distribution systems and ensures compliance with the prescribed Tanzania standards for drinking water and advice accordingly.
  • Perform any other duties assigned by Supervisor.

Position: PLUMBER II (2 POST)

Reports To: Technical Manager
Direct Entry Qualifications:
Holder of a Certificate of Secondary Education, or Trade Test III or Level I or equivalent qualification from a recognized Institution;

Main Duties & Responsibilities:

  • Repairing water leakage
  • Inspecting transmission and reporting deviation
  • Report unauthorized water connections, maintain records of water theft incidences o Carry out water disconnection of debtors and reconnection after payments
  • Maintain proper records of water connections/disconnection reconnection carried out
  • Perform any other duties assigned by Supervisor.

Position: ACCOUNTANT II (1 POST)
Reports To: Managing Director
Minimum Required Qualifications and Experience:
Holder of Bachelor Degree or Advanced Diploma in Accountancy, Finance, Business Administration majoring in accountancy or equivalent qualifications from recognized institution.

Main Duties & Responsibilities:
  • Ensures that all invoices are properly recorded and filed after payments o Properly posting of all primary data in the respective journals.
  • Maintaining Petty Cash Journals
  • Preparation of various accounting schedules and reconciliation as directed by Supervisor o Preparation of monthly pay slips for each employee, and keep records with payroll register
  • Remit net salaries to the employee respective banks or preparation of authorized lists for those employees to be paid in cash.
  • Preparation of monthly, quarterly, half year and end of year reports. o Performs any duties as maybe assigned by ones reporting officer

Position: HUMAN RESOURCES OFFICER (1 POST)
Reports To: Managing Director
Minimum Required Qualifications and Experience:
Holder of Bachelor Degree on Public Administration, HRM, Business Administration majoring in Human Resources Management or equivalent

Main Duties & Responsibilities:
  • To oversee all issues related to Human Capital Managements, staff welfare and general Management/administration of the institution assets in accordance with laid down procedures, rules and regulation and ensure that all HR and administrative policies are adhered to.
  • Plan, develop, review and coordinate transparency HRM policies and procedures including their enforcement.
  • Conducts performance appraisal, training and development.
  • Maintains industrial relations and other employee relations affairs as per Employment and Labor Relations Act (2004) and Labor Institutions Act (2004)
  • Allocates human resources and communicates staff regulations and conditions of service to them.

Position: PROCUREMENT OFFICER (1 POST)
Reports To: Managing Director
Minimum Required Qualifications and Experience:
Holder of Bachelor Degree in Procurement and Supply/ Logistics Management or equivalent qualifications in Business studies majoring in Procurement and Supply/Logistics

Main Duties & Responsibilities:
  • Overseeing and supervising employees and all activities of the purchasingdepartment.
  • Preparing plans for the purchase of equipment, services and supplies.
  • Following and enforcing the authority’s procurement policies and procedures. o Managing inventories and maintaining accurate purchase and pricing records.
  • Analyze user requirements, conduct market research and input when participating in the preparation of the Procurement Plan.
  • Liaise with user department to initiate procurement as per approved plan.
  • Provide orientation and training to Project Area Authority technical teams on procurement planning and management.
  • Participate in performing secretariat duties to Tender Board including to review evaluation done by the Tender Evaluation Committees.
  • To facilitate Audits and respond to auditors queries.
  • Performs any duties as maybe assigned by ones reporting officer.
