Duties

Incumbent is responsible for a full range of program management responsibilities relating to Post’s warehousing operations. S/he oversees receiving, storing, re-ordering, and issuing expendable (EXP) and non-expendable (NXP) supply items to support the Embassy and serviced International Cooperation Administrative Support Services (ICASS) agencies at Post. NXP is $1.8 Million and EXP is $0.5 Million. Incumbent reports to the Locally Employed Staff (LE Staff) Property Management Unit (PMU) Supervisor and directly supervises five LE Staff.


(60%) OPERATIONS

The incumbent is in charge of the Mission warehouse on the Embassy compound and the temporary warehouse that is adjasent to the NEC. Directs the receipt, storage, and issuance of expendable (EXP) and non-expendable property (NXP). Ultimately responsible for the safekeeping and storage of all property in the warehouse. Performs all receiving functions, including unpacking, identifying, checking items against receiving documents, and acknowledging receipt of those documents. Moves incoming items to storage areas, using hand trucks, forklift trucks, and other materials handling equipment, and stores them in bins or on shelves or pallets, making best use of warehouse available space. Issues items on the basis of an approved requisition or other document, picking the item from the storage area, adjusting storage area quantity tag appropriately, and assembling items by requisition or other document. Maintains items at the warehouse in a clean and orderly fashion and ensures protection of valuable and fragile items. Prepares and sorts out household furniture sets for newcomers. Prepares and sets up items for functions to support mission agencies.

Distributes work orders on a daily basis among staff, ensuring assigned work is successfully completed. Monitors myService requests, Ariba requests, and intervenes if necessary. Acts as rater for annual performance reviews, assessing warehouse staff’s skills and noting areas in which to improve. Prepares the training plan for the warehouse personnel for clearance by the PMU Supervisor and approval by the GSO officer. Ensures the organization chart is current and recommends any additional requirement to the PMU Supervisor. Provides support, guidance, and on-the-job training to all property management personnel. Conducts classes on safety and property management. The incumbent will be responsible for the day laborers contracts.

Maintains surveillance of the maintenance and security conditions of the warehouse (leakage, broken door, fire protection, key control, and other safety practices) in order to preserve and prevent theft and damages.

(25% ) RECORDS MANAGEMENT

Responsible for inventory management, including receipt, transfer, issuance, and disposal of all property. Accountable for storage of records and files pertaining to property management. Monitors ILMS dashboards for errors and suggests solutions to overcome problems. Advises Accountable Property Officer of problems and solutions. Initials all documents before these are sent to the Accountable Property Officer. Is able to create ILMS reports as necessary.

(15%) LOGISTICAL MANAGEMENT

Manages staff that provides logistical support to a variety of activities including VIP visits, conferences, official ceremonies, community and representational events, APO and diplomatic courier deliveries and pickups. Is the warehouse POC for VIP countdown meetings for VIP visits by gathering information to assign to the respective units.

Qualifications and Evaluations

Requirements:

Experience: Five years progressively responsible experience in logistics management, including one year of supervisory experience in a customer service environment is required.

Education Requirements:

Education: Two years of College studies is required.

BASIC FUNCTION OF POSITION

Under the supervision of the S/General Services Officer, incumbent has the responsibility for directing the entire property program of the US Mission, Dar es Salaam in receiving, storage and issuance of expendable supplies and non-expendable supplies.

MAJOR DUTIES AND RESPONSIBILITIES % OF

Property Management Activities     80%

  • She/he directs the receipt, storage, and issuance of expendable supplies and non-expendable property, and the general operation of stockrooms and warehouses. Directs the maintenance of stock and property records, and records reflecting the household furnishings and equipment in the custody of American personnel to whom such property has been issued; determines the value of any damage done to the property.  Reconciles, or approves reconciliation of, stock or property records and inventory counts, and approves annotations of custody records to reflect condition.                                                                      Determines need for and recommends re-upholstery and repair of furniture and replacement of carpets and drapes.  When this is determined to be other than “normal wear and tear” recommends direct billing of occupants. Also, determines when furniture and equipment should be retired and makes recommendations for retirement.
  • Incumbent is responsible for implementation of checks and balances to ensure that all post property is managed in accordance with FAM/FAH regulations and to ensure that “separation of duties” is maintained at all times. In cases where “separation of duties” cannot be maintained to an acceptable standard; incumbent is responsible to make sure that the Accountable Property Officer carries out the required “management reviews” as per 14 FAM.
  • Performs regular spot checks.
  • Performs regular announced and un-announced spot checks of supplies and property to ensure that the physical quantities match the theoretical or ILMS system values.
  •  Arranges for and directs sales of discarded or retired furniture. Activities for this include but not limited to: development of the sale specifications document, outlining major conditions applicable to the sale, arranging for security services to be provided, cashier services, publication of the event in newspapers, web page and others, ensuring that sale reports and revenue reports are accurate.
  •  Establishes reorder points for expendable supply items, recommends replacement of non-expendable property, office furniture, and other equipment for management approval, providing annual budget estimates for the replacement of these items, plus household furnishings, including carpets and drapes and upholstery coverings.
  • Consults with American personnel and their spouses about their furnishing needs and entitlements.  May supervise furniture repair and re-upholstery contracted operations. Liaises with USAID and CDC to meet their specific needs.
  • Approves correspondence and reports on property management matters.

Inspection of U.S. Officer residences  and special events   10%

  • She/he is required to inspect U.S. Officer residences prior to occupancy in order to determine the adequacy of the property provided for occupants use and prior to occupants departure to assess the condition of the furniture being returned to the mission.  Must be tactful, yet effective, in dealings with American personnel relative to household furnishings and equipment.
  • Participates in the planning and execution of special projects, such as mission official events and celebrations; 4th of July, Christmas and other.

Responsible for the overall expendable supplies program for Post to include the USAID and CDC offices. RECEIPT, STORAGE, AND ISSUANCE OF SUPPLIES 30%

Ensure proper receipt, storage, and issuance of supplies and fuel. In conjunction with the expendable storekeeper and customers, establishes minimum and maximum inventory levels. Establishes reorder points based upon supply sources and in consultation with procurement and shipping departments. Adjudicate requests/complaints from customers – solving where possible, and escalating where necessary. Makes surprise spot checks to ascertain management controls are in place.

RECORDS KEEPING AND REPORTING 30%

Directs paper and electronic records maintenance for all expendable supplies per FAM regulations. Reviews and approves reconciliation of stock and inventory counts. Manages the annual inventory of expendable supplies. Reports anomalies and corrects deficiencies according to the results of the inventory. Liaises with ILMS systems managers and administrators to ensure accurate expendable property records. Provides stock request training on a regular basis to mission employees. Prepares ad hoc reports, spreadsheets, and other documentation as necessary for the GSO or Management Officer.

CUSTOMER LIAISON 20%

In conjunction with ILMS analytics, ensures efficiency of expendable stock, by maintaining maximum and minimum reorder points, and leads the team in the Annual Expendable inventory. Liaises with customers to ensure that needed items are stocked and that outdated or unused items are removed from inventory. Maintains an up-to-date catalogue of expendable supplies and reissues on a regular basis.

LOANABLE PROPERTY 20%

Manages and oversees the smooth operations of the entire loanable property program including GSO Property items, Facilities Maintenance tools and Welcome kit items.

Detailed Responsibilities 

1. Supervision 

  • Drilling and blasting supervisor to check that the respective  crews are correctly allocated to area/equipment and that they   are competent to perform their duties/operate machines

  • Drilling and blasting supervisor to report and follow up all  breakdowns on a continuous basis

2. Drilling Operation 

During the revolving between the drilling operations, the  following checks must be made; 

  • Condition of drill rig access 
  • Drilling area for safe working conditions i.e check high  wall face for stability 
  • Drill patterns in place  
  • Area is clean enough ready for drilling 
  • Correct set up of drill rigs so as to achieve maximum  production 
  • Spare bits, rods, couplings, shanks etc availability 
  • Responsible for submitting any related reports eg drilling  report performance per hour 

3. Blasting Operation 

  • Responsible for issuing of explosives and accessories as well  as ensuring that sufficient stock is available 
  • Responsible for magazine in which explosives are stored  (Unless client stipulated otherwise) 
  • Responsible to prepare the blasting design in advance 
  • Responsible for safety procedures before, during and after a  blast (erecting of signs, time of the blast, guards at strategic  points, clearing the area etc) 
  • Responsible for charging the blast, determining the  stemming, following the correct procedure 
  • Responsible for designing (burden, spacing powder factor etc)  and connecting the blast
  • Responsible for presentation of the blast to the client if  requested to do so

5 General

1 Supervision:

  • Check that Drilling & Blasting crews are correctly allocated  to area/equipment

  • Supervise drilling subcontractors should it be required 

2. Drilling & Blasting  Operation 

  • During the revolving between the drilling operations, the  following checks must be made; 
  • Condition of drill rig access 
  • Drilling area for safe working conditions i.e check high  wall face for stability 
  • Drill patterns in place  
  • Area is clean enough ready for drilling 
  • Correct set up of drill rigs so as to achieve maximum  production 
  • Spare bits, rods, couplings, shanks etc availability 
  • Responsible for safety procedures before, during and after a  blast (erecting of signs, time of the blast, guards at strategic  points, clearing the area etc) 
  • Responsible for charging the blast, determining the stemming,  following the correct procedure 
  • Ensure proper designing (burden, spacing powder factor etc)  and connecting the blast 
  • Presentation of the blast to the client if requested to do so • Ensuring that he is present during charging of the blast  (correct amount of explosives are charged per hole) and the  correct procedure is followed

The successful candidate for this position will carry out assigned coordination maintenance of the fixed plant infrastructure and underground trackless mobile machinery (TMM) to ensure that equipment is safe, reliable, and available to meet production targets on-time and at optimum cost by following the guidelines of Company Standard Operating Procedures and best Practice as well as other assigned tasks within the range of competencies.

The position will report to Engineering Manager.

Responsibilities

  • Ensure a healthy and safe working environment for all employees.

  • Financial / Budget Control pertaining to Mining Maintenance activities.
  • Managing change processes pertaining to any deviations with Maintenance activities and work scope
  • Implementation of continuous improvement and business improvement initiatives by keeping abreast of developments and introducing change in work processes where appropriate (cost reductions and cost avoidances).

Qualification Requirements

  • BEng/BSc/BTech/National Diploma in Mechanical or Electrical discipline.
  • Completed Government Certificate of Competence, Mines and Works (GCC).
  • Postgraduate qualification (Honours, Masters, MDP) would be an added advantage.

Experience Requirements

  • A minimum of 8 years’ experience as a Section Engineer (Legal Appointee) of which 3 years in a UG TMM environment, preferably in an operation that utilizes caving and/or long hole drilling methods.
  • At least 3 years’ experience as a Trackless Mobile Machinery Engineering
  • Mechanical and Electrical experience will be an advantage.
  • Project management experience would be highly advantageous.
  • Experience in the maintenance of Sandvik, AutoMine®, OptiMine® and/or RCT TMM equipment and technology would be advantageous
  • Mine Dewatering experiences.

  • Assess and Understand the Maturity of the Company’s Reliability Effort
  • Reliability Centered Maintenance (RCM) - complete an asset criticality analysis and track the OEE of the top 20% of the critical assets. Perform an RCM analysis on the critical asset that is suffering from equipment-based, operational, speed, or quality losses. Complete the analysis, begin implementing the mitigating tasks immediately and in 3 months there should be a marked difference in the reliability of that critical asset.

Position Summary:

The position holder will have responsibility for providing medical assessment, evaluation and care to patients at the Baylor College of Medicine Children’s Foundation —Tanzania Center of Excellence (COE) in Mwanza and at outreach facilities. This care includes the diagnosis and assessment of HIV-exposed and HIV-infected children and adults and the development of individualized care and treatment plans including the initiation and follow-up of children on antiretroviral (ARV) therapy

Main Duties and Responsibilities:

  • Attend to patients at the Baylor-Tanzania COEs and provide support to outreach facilities supported by Baylor Tanzania Provide education and mentor medical trainees regarding pediatric and general HIV/AIDS care.
  • Provide technical assistance to health care providers in pediatric and general HIV/AIDS prevention, diagnosis, care, treatment and complications both within the COE as well as in outside facilities.
