POSITION TITTLE: DRIVERS (2 POSTS)

Scope of position

Key qualifications

  • Holders of Certificate of Secondary Education Examination with Basic Driving Course offered by VETA or any other recognized institution and driving license.
  • Grade C or E with good track record in driving for not less than one (1) year.
  • At least three years’ Experience.
  • Age: Not above 35.

POSITION TITTLE: TOPOGRAPHICAL SURVEYOR (1 POST)

The Topographical Surveyor shall be fully responsible for conducting and supervising the survey team. He/She will be responsible for planning of the fieldwork, select known survey reference points, and determine the precise location of important features in the survey area. He/she shall be responsible for searching legal records, look for evidence of previ­ous references survey points (geodetic reference points and national bench marks) and analyse the data to determine the location of boundary lines and record the results of the survey, verify the accuracy of data, and prepare plans, maps and reports.

The Topographical Surveyor shall be a holder of Advance Diploma in Land Surveying or equivalent. He/She must be registered as a Land Surveyor. He/she must have at least six (6) years of cumulative experience related to Land surveying activities. He/she must have served as a Topographical Surveyor on at least two (2) projects of similar magnitude and complexity within the last 6 years. Knowledge in computer applications and fluency in written and spoken English are mandatory.


POSITION TITTLE: MATERIAL ENGINEER (1 POST)

The Materials Engineer shall be responsible for conducting and supervising the materials investigation with a view to achieving optimal design and construction strategy.

He/She shall carry out the pavement design and should be conversant with current prac­tice in testing and pavement construction techniques.

He/She must be a registered professional Civil Engineer with a degree in Civil Engineer­ing or equivalent qualification. A postgraduate qualification in geotechnical or pavement engineering is an added advantage.

He/She must demonstrate the following qualification: possess five (5) years of cumulative experience related to materials testing, soils investigation and pavement design and con­struction of roads and bridges; served in similar capacity in at least two (2) assignments of similar nature in the last 5 years. Additional years/assignments will be an added advan­tage. Fluency in written and spoken English is mandatory.

UNICEF’s engagement in and geographical focus on the Mbeya, Iringa, Njombe, and Songwe (MINS) regions began in 2012 and was based on a vulnerability analysis that specifically highlighted high levels of nutrition and HIV deprivation. Children comprise between 45 and 50 per cent of the population of MINS, with the total number of children in 2018 estimated at 2.4 million. By 2030 the number of children is projected to reach 3.3 million. Over the past years, TCO health, nutrition, child protection, WASH, and education programme sections have implemented two types of interventions in MINS: (1) interventions aimed at achieving results for children at MINS level; and (2) interventions implemented in MINS but aimed at achieving nation-wide or central level results (pilots, assessments, research).

UNICEF Child Protection Section has been working with the Government of Tanzania to put in place a child protection system that prevents and responds to violence, abuse, neglect, and exploitation of children. On Tanzania mainland and with UNICEF support, the child protection system is in various phases of development across all 23 local government authorities (LGAs) in 16 districts.

The child protection system is captured in Tanzania’s National Plan of Action to End Violence Against Women and Children (NPA-VAWC – 2017/2018 – 2021/2022) which has an accompanying Monitoring and Evaluation framework and a national Communications and Outreach Strategy to address social norms that drive harmful practices towards children. The support to implementation of NPA-VAWC in regions and districts is divided into three pillars: (1) enabling environment; (2) prevention; and (3) response

Enabling environment refers primarily to the legal framework, data collection, and evidence, all of which form the basis of action and decisions making. Examples of this work include the creation of a regulatory framework to implement the Law of the Child Act (2009), development of District Case Monitoring Systems (DCMS), development of the NPA-VAWC monitoring and evaluation framework and working at the national and sub-national level (primarily district) to incorporate budgets for child protection programming in Tanzania’s Mid-Term Expenditure Frameworks (MTEF) which guide fiscal year programming. Coordination of key stakeholders is another element under this pillar whereby 1,640 Women and Children Protection Committees were established in MINS as of December 2021.

Prevention relates to addressing norms, beliefs, and practices at the family and community level that allow and perpetuate harm against children through advocacy, community mobilization, and media campaigns. Examples of region/district/ward/village level programming include the implementation of the Regional communications plans based on the National Integrated Communications and Outreach

Strategy to End VAWC and the Positive Parenting Education program, which builds the capacity of community development officers to engage parents and primary caregivers, community leaders, and the community-at-large on how to prevent and respond to violence against children. Also included is work in schools, such as supporting the establishment of Tuseme Clubs, which provide school girls and boys skills to prevent and respond to violence, and training Guidance and Counselling Teachers and heads of schools on how to handle cases of children affected by violence and refer them to social welfare officers (or other service providers).

Response work focuses on strengthening case management, building the capacity of social welfare officers, community development officers, police, teachers, health professionals and legal service providers (including court officers), and making sure a minimum level of service provision is in place and referrals are made. Establishing and scaling up critical protective services, such as the Police Gender and Children’s Desks, operationalizing Juvenile Courts, and scaling up Community Rehabilitation Programmes (CRPs) (diversion) for children accused of crimes are also included under this theme.

How can you make a difference?

The purpose of this position is to support districts/LGAs with implementation of the child protection system across all three pillars (and integrate into areas of convergence within UNICEF, such as early childhood development and adolescence). Whereas the candidate will be expected to support all three components of the child protection system, emphasis will be placed on supporting prevention activities, including ensuring implementation of the NPA-VAWC Communication and Outreach strategy, and supporting local and regional government authorities, to plan and budget for the child protection system.

Main Responsibilities And Tasks

  • Provide technical support to community development officers in the implementation of the prevention component of the child protection system, including the implementation of the National Integrated Communications and Outreach Strategy to End VAWC at the regional and district level.
  • Support LGAs and RAS to plan and budget for child protection system components of the NPA-VAWC and include these in all LGA and RAS budget and planning processes.
  • Provide technical support to social welfare officers on case management for children.
  • Provide technical support to the Regional Secretariats (including Regional Social Welfare Officers, Regional Community Development Officers, Regional Planning Officers, and Regional Medical Officer) in understanding their roles and responsibilities in coaching and mentoring their LGA counterparts on implementation of the NPA-VAWC.
  • Support NPA-VAWC coordination structures (Women and Children Protection Committees) at regional and district level to convene and follow up on their child protection commitments.
  • With a view towards supporting evidence generation, monitor the use of DCMS and support generation of trends analysis and data for reporting, ensuring the sharing of information both horizontally and vertically (up to the Regional level) on a quarterly basis in order to inform district, regional and national level decision making, as well as reporting requirements against UNICEF indicators and UNDAP II.
  • Strengthen the capacity of the RAS and LGAs to report on Direct Cash Transfers (DCT), liquidation and activities and conduct regular programme monitoring visits.
  • To qualify as an advocate for every child you will have…
  • Advanced university degree in social work, sociology, international relations, development studies, law, child psychology or relevant field or a Bachelor’s Degree in lieu of an advanced degree with a minimum of 7 years of relevant work experience.
  • Demonstrated child protection experience, specifically working in programmes promoting socio-behavior change and/or social welfare case management for children
  • A minimum of five years of professional experience in social development planning and management of child protection programmes.
  • Relevant experience in programme development in child protection in Tanzania or other development context.
  • Experience in working with data and evidence generation for advocacy is an asset.
  • Fluency in English (verbal and written).
  • Knowledge of Kiswahili necessary.

Form Four NECTA Examination Time table had been published on 29th April, 2022 by National Examinations Council (NECTA). Form Four NECTA Examination Time table show that students will sit for Exam from 14th November 2022 up to 01st December, 2022.

IMPORTANT:

  1. Attention is called to ‘Notice to Candidates’ overleaf.
  2. Where contradictions arise; the day, time and duration shown on the question paper should be adhered to.
  3. Examination will continue as scheduled even if it falls on a Public Holiday

NOTICE TO CANDIDATES

  1. You are required to appear for the examination(s) at the centre(s) under which you are registered unless otherwise advised by the Council in writing.
  2. You are required to observe all instructions given to you by the Supervisor, Invigilators or Officers of the Council responsible for the conduct of the examinations.
  3. If you arrive more than half an hour late for an examination, you will not be admitted.
  4. After the first half-hour, you may leave as soon as you have finished your paper and handed in the script to the Supervisor/Invigilator. You may leave the room temporarily at any time after the first half-hour but only with the permission of the invigilator.
  5.  You may bring into the examination room only books, papers or instruments which are specifically permitted. If you are suspected of cheating or attempting to cheat, or assisting someone else to cheat, the facts will be reported to the Council. PlayMatters (2020-2025) is an education initiative funded through a $100 million grant from the LEGO Foundation. The program reimagines childhood for 800,000+ refugee and host-community children across Ethiopia, Tanzania, and Uganda children whose education and social development has been affected by displacement and trauma. Building on children’s amazing resilience and a growing evidence base supporting Learning through Play methodologies, PlayMatters cultivates holistic learning for children ages 3-12+. PlayMatters is led by the International Rescue Committee and includes Plan International, War Child Holland, Innovations for Poverty Action, the Behavioral Insights Team in partnership with the LEGO Foundation. 

Position Summary

The IRC is seeking a Human Centered Design and Community Engagement Supervisor to join our content and piloting teams in Tanzania.

The Human Centered Design and Community Engagement Supervisor will use design research methods to understand opportunities and test solutions for play-based learning in refugee and host community contexts in Tanzania.

The Human Centered Design and Community Engagement Supervisor will consult with PlayMatters subject-matter experts (education, parenting, gender, wellbeing, and others) to interpret results from early intervention testing, behavioral research, and other formative research and collaboratively identify solutions.

The Human Centered Design and Community Engagement Supervisor will collaborate with our content and pilot teams to populate the content into solutions and strategize on how the content can be delivered.

For solutions that may need to be tested for contextualization, the Human Centered Design and Community Engagement Supervisor will work with our teams to lead the testing process, including developing testing plans (testing workplan, learning questions, interview guides, etc.) and, collaboratively with our piloting teams, testing content with users.

The solutions developed will create and strengthen learning through play opportunities for the lives of children aged 3-12+ in the spaces in which they live and learn. 

Major Responsibilities:

  • The Human Centered Design and Community Engagement Supervisor will be an integral part of our team and will work collaboratively with PlayMatters content development, technical, and pilotingteams.
  • Design research and community engagement
  • Workshop facilitation and design: The Human Centered Design and Community Engagement Supervisor will work closely with the PlayMatters content development and content testing teams to co-lead co-design workshops with key stakeholders (remote and/or in person). They will synthesize insights from interviews and design workshops with the team to identify actions for the next iteration of content.
  • Prototype Creation: The Human Centered Design and Community Engagement Supervisor is responsible for connecting the dots between user research, evidence, and expert direction from the team, to generate testable prototypes. Examples of prototypes include low-fidelity printouts/illustrations, clickable mockups, sample messages, high fidelity mock-ups of service experience, user journeys, and illustrations to test for understanding.
  • Prototype testing: The Human Centered Design and Community Engagement Supervisor will work with the team to test prototypes with key stakeholders (remote and/or in person where possible).
  • Content adaptation: Human Centered Design and Community Engagement Supervisor will work with the product designers to adapt content with the team. He/she will work with content development teams to test/contextualize the community draft interventions (as needed) and identify areas for refinement in draft interventions, based on test results from small-scale piloting, prototyping, and contextual testing.
  • Pilot design research:  The Human Centered Design and Community Engagement Supervisor will work with the monitoring and evaluation team to draft interview questions to be answered during the piloting phase. They will work with the team to co-manage the testing process and adapt the final assets and guides after the pilots based on feedback from the research conducted by the M&E/project team.  
  • Community Engagement: The Human Centered Design and Community Engagement Supervisor will work with caregivers, educators, community leaders, ward, and district officials both in the refugee camps and host community to promote engagement on learning through play activities to ensure sprinting and piloting activities are well caried out.  Ensure that PlayMatters project Sprinting and Piloting activities contributes to and complies with best practice, including IRC’s compliance, data management and safeguarding policies.
  • Deliverables before testing stages (pilot, implementation study, RCT, etc):
  • Design of solution: The Human Centered Design and Community Engagement Supervisor will deliver the recommended design of the solution and its components, the evidence to support the recommendation, and an implementation plan to carry out the solution.
  • Design of assets: The Human Centered Design and Community Engagement supervisor will be responsible for the production of final assets (visuals, relevant materials) that are part of the recommended solution.

Qualifications

  • Qualitative research/human-centered design research skills of 3-5 years.
  • Experience with community-to program interactions, engagement, and collaboration.
  • Preferred experience creating educational content, educational services, or educational programs.
  • Preferred experience working with pre-literate adults, young children, refugee populations, and vulnerable populations.
  • Experience leading co-design workshops (in-person or virtually) is a plus.

Demonstrated Skills and Competencies:

Language Skills:

The Senior Manager of Financial Management and Compliance will provide strong guidance and leadership to support capacity development of local partners as they transition to receive PEPFAR funding as a USAID Prime Partner to comply with USG regulations on financial management systems, compliance, accounting software, audit readiness, Non-US Pre-Award Survey (NUPAS) readiness, human resources (HR), and business development/sustainability.

Building on lessons learned and experiences, the Senior Manager of Financial Management and Compliance will oversee the quality and timeliness of approaches and deliverables. S/he will help local partners in defining and implementing their capacity development plans with high-quality technical guidance, advise, tools, mentorship, and support. This position will significantly contribute to learning, sharing, and training approaches for local partners and other priority audiences as well as support a culture of compliance, internal learning and adaptation to support project performance.

This position will be based in Africa.

Main Duties And Responsibilities

  • Oversee the quality and timeliness of approaches and deliverables associated with project’s focus on financial and operational management
  • Track technical assistance progress using the capacity development plan for each local partner
  • Provide technical guidance, advice, tools, mentorship, and support to consultants assigned to local implementing partners, addressing emerging issues in consultation with the project’s US-based team
  • Provide technical guidance on fraud prevention and risk management in managing a USAID award
  • Oversee the adaptation, implementation, and monitoring of training courses (in-person and on-line) and other learning tools for local partners in relevant areas
  • Partner with in-country project leadership and Local Implementing Partners (LIPs) to ensure high-quality, cost efficient workplans are developed and project deliverables are completed on time and in accordance with project scope of work
  • Identifies, approves, and coordinates technical assistance to support local partners become compliant with USG Rules and Regulations and that is responsive to project needs and donor expectations and of high-quality
  • Ensure project teams involve partners and key stakeholders to design project workplans that are feasible, responsive to local needs, reasonable in cost, and deliver sustainable results
  • Onboard and supervise consultants assigned to local implementing partners overseeing their work and status of deliverables, ensuring high quality and timeliness of documents and deliverables

Qualifications

  • 10 years of relevant experience with a Bachelors, OR at least eight years of relevant experience with a Masters, OR 6 years with a PhD, in nonprofit administration, financial management, HR, and/or compliance
  • Significant experience in the administration for PEPFAR-funded programs with a strong focus on building capacity of local entities and government counterparts in finance, operations, and administration
  • Strong analytical skills and attention to details are required.
  • Must be capable of working both in a team and independently to implement the duties described above
  • Strong quantitative/qualitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences
