Deloitte Tanzania has exciting opportunities for suitably qualified individuals to join our USAID Boresha Afya program in the position of District Coordinator/Enabling Environment Lead for our offices in Kilombero, Wanging’ombe and Mufindi districts.
The USAID Boresha Afya is a five year (1 October 2016 – 30 September 2021) PEPFAR supported program through USAID. The program is implemented by Deloitte Consulting Limited in 43 councils of Iringa, Njombe, Morogoro, Lindi, Mtwara and Ruvuma regions with its technical partners Family Health International (FHI360), EngenderHealth and Management and Development for Health (MDH). The purpose of USAID Boresha Afya is to increase access to high quality, comprehensive, and integrated health services, in communities we serve especially women and youth. USAID Boresha Afya is set to create a dynamic, integrated platform for delivery of health services that emphasizes intensified coordination and collaboration between the government, health facilities and communities, towards achieving HIV epidemic control while integrating Family Planning (FP), Tuberculosis (TB), Maternal and Neo Natal Child Health (MNCH), Malaria care and Nutrition through innovative integration approaches at all levels and opportunities.

Broad Function
The District Coordinator/Enabling Environment Lead is responsible for overseeing program activities in the district, building and maintaining the program’s relationship with the District Administrations and Consortium members to ensure program objectives are achieved.
This position reports to the Regional Program Manager.
Main Areas of Responsibility:
Maintain relationships and mutual understanding between district secretariat and local councils leadership on project activities;
Organize and participate in the facilitation of district program reviews and feedback by the partnership committee;
Promote partnerships among the Local Government and Voluntary Sector Actors;
Follow up on implementation of Signed Memorandum of Understanding with the local councils as well as contract between USAID Boresha Afya and the sub grantees;
Work with other USAID Boresha Afya partners in the district on implementation of national approaches to promote respectful care by engaging districts in implementation of policies, addressing structural barriers up to the health facility level;
Monitor and share to the enabling environment manager on implementation status of national integrated training, supervision and/ or mentorship approaches;
Support development and/or implementation of national integrated systems at district level for the financing of healthcare delivery, essential medicine and workforce organization;
Maintain complete records of all contacts with the district teams of the voluntary sector actors and councils and prepare monthly and quarterly reports;
Manage and coordinate district team activities and provide timely updates throughout the various stages to the Regional Program Manager for input in the database/reports;
Provide weekly updates of ongoing district activities to the Regional Program Manager;
Oversee preparation of quarterly reports and submission to the Regional Program Manager;
Overall supervisory of the district office activities, office management, project expenditures and financial management;
Facilitate capacity building of respective Council Health Management Teams (CHMTs) and ensure they conduct supportive supervision on a regular basis; and
Perform any other related duties as assigned from time to time.

Qualifications:
A Bachelor’s degree in Public health ,Medicine, Nursing, or other relevant field; and/or A Master’s degree in Medicine, Public health, Nursing, or other relevant field is an added advantage.
Other Relevant Skills/ Experience:
A Minimum of five (5) years’ experience in a relevant field with Bachelor degree; Experience in working with NGO's or internationally donor funded Programs; Excellent Management and Negotiation Skills; Ability to work independently, assessing priorities and managing a variety of activities with attention to detail; Knowledge of USAID rules and regulations; Excellent report writing skills; Excellent spoken and written English and Kiswahili; Knowledge of computer systems and applications.
