Duties

BASIC FUNCTION OF POSITION

Under the supervision of the S/General Services Officer, incumbent has the responsibility for directing the entire property program of the US Mission, Dar es Salaam in receiving, storage and issuance of expendable supplies and non-expendable supplies.

MAJOR DUTIES AND RESPONSIBILITIES % OF

Property Management Activities     80%

  • She/he directs the receipt, storage, and issuance of expendable supplies and non-expendable property, and the general operation of stockrooms and warehouses. Directs the maintenance of stock and property records, and records reflecting the household furnishings and equipment in the custody of American personnel to whom such property has been issued; determines the value of any damage done to the property.  Reconciles, or approves reconciliation of, stock or property records and inventory counts, and approves annotations of custody records to reflect condition.                                                                      Determines need for and recommends re-upholstery and repair of furniture and replacement of carpets and drapes.  When this is determined to be other than “normal wear and tear” recommends direct billing of occupants. Also, determines when furniture and equipment should be retired and makes recommendations for retirement.
  • Incumbent is responsible for implementation of checks and balances to ensure that all post property is managed in accordance with FAM/FAH regulations and to ensure that “separation of duties” is maintained at all times. In cases where “separation of duties” cannot be maintained to an acceptable standard; incumbent is responsible to make sure that the Accountable Property Officer carries out the required “management reviews” as per 14 FAM.
  • Performs regular spot checks.
  • Performs regular announced and un-announced spot checks of supplies and property to ensure that the physical quantities match the theoretical or ILMS system values.
  •  Arranges for and directs sales of discarded or retired furniture. Activities for this include but not limited to: development of the sale specifications document, outlining major conditions applicable to the sale, arranging for security services to be provided, cashier services, publication of the event in newspapers, web page and others, ensuring that sale reports and revenue reports are accurate.
  •  Establishes reorder points for expendable supply items, recommends replacement of non-expendable property, office furniture, and other equipment for management approval, providing annual budget estimates for the replacement of these items, plus household furnishings, including carpets and drapes and upholstery coverings.
  • Consults with American personnel and their spouses about their furnishing needs and entitlements.  May supervise furniture repair and re-upholstery contracted operations. Liaises with USAID and CDC to meet their specific needs.
  • Approves correspondence and reports on property management matters.

Inspection of U.S. Officer residences  and special events   10%

  • She/he is required to inspect U.S. Officer residences prior to occupancy in order to determine the adequacy of the property provided for occupants use and prior to occupants departure to assess the condition of the furniture being returned to the mission.  Must be tactful, yet effective, in dealings with American personnel relative to household furnishings and equipment.
  • Participates in the planning and execution of special projects, such as mission official events and celebrations; 4th of July, Christmas and other.

Carries out other related tasks as assigned by supervisor 10%

Qualifications and Evaluations

Requirements:

Experience: Five years of property and warehouse management experience, of which 3 years should be of supervisory experience required.

Education Requirements:

Education: Bachelors degree in warehousing, business, or logistics is required.

Evaluations:

Language: Fluent (reading, speaking, and writing) in English is required and Fluent (reading, speaking, and writing) in Kiswahili is required. “This may be tested”
