Overview
MSH seeks candidates for the position of Chief of Party for an anticipated 5-year, Tanzania Malaria Surveillance and Vector Control Project, projected to be awarded on or by June 1, 2018. The Chief of Party (COP) will lead a project, supporting USAID/Tanzania and the President’s Malaria Initiative (PMI) to assist the Tanzania National Malaria Control Program (NMCP) to strengthen malaria surveillance and to improve targeting and tailoring of vector control interventions across differing transmission zones.
Although significant effort and progress have been made in reducing the effect and impact of malaria in Tanzania in the last 15 years, including a halving of under-five mortality, much work remains as certain areas of the country maintain high prevalence and transmission rates while others are experiencing rates approaching elimination levels. The particular challenge remains to maintain surveillance information to be able to identify areas where different or enhanced vector control approaches may be needed in order to reduce high transmission or even to eliminate malaria, if possible.
The successful candidate will work closely with USAID/Tanzania and the PMI/Tanzania team as well as with the NMCP of Tanzania to lead implementation of this project, respond to technical assistance needs including zone-specific implementation as well as national technical leadership and advocacy. The COP will work closely with the MSH headquarters team, particularly the Senior Principal Technical Advisor-Malaria, to ensure efficient project implementation while maintaining the highest level of technical excellence.

This position is contingent upon project award and funding
Specific Responsibilities
Lead management and implementation of the Tanzania Malaria Surveillance and Vector Control Project including supervising staff, overseeing and managing project finances, ensuring development and roll out of work plans, preparation and submission of reports as well as constant and highly professional collaboration with USAID, PMI and host-country officials including the NMCP and district-level officials.
Provide technical assistance to the NMCP, develop, and update malaria policies and guidelines related to malaria surveillance and malaria vector control interventions.
Identify and prioritize key technical and programmatic bottlenecks at the country level that require an evidence-based response.
Provide technical assistance, as needed, to support implementation of project interventions.
Provide leadership and guidance to the community of national malaria partners and relevant national working groups that support the NMCP and the National Malaria Control Strategy.
Help identify common gaps in the technical areas and/or policies related to malaria surveillance and vector control that require a changed or improved responses as well as improved collaboration.
When and where possible, leverage MSH’s extensive experience and technical expertise in M&E and operational research to improve activity and project outcomes.
Building on work under the Leadership Management and Governance (LMG) project, support technical assistance, as needed, to the NMCP to build capacity in malaria surveillance and vector control.
Other responsibilities as identified at the country-level, in collaboration with USAID and the NMCP.
Qualifications and Experience
Master’s degree in Public Health or related area, or MD or PhD in health field.
Minimum of 10 years of successful experience as senior-level expert or previous COP in malaria or health projects, funded by USAID or by other international donors.
Good knowledge of or working experience with the PMI.
Proven experience providing technical assistance on malaria surveillance or malaria vector control, or other malaria-related area.
Experience providing technical leadership in malaria or public health.
Successful experience in engaging representatives of the host country NMCP, civil society organizations, international development organizations and NGOs to support project implementation and/or to provide national leadership on policies.
Demonstrated experience in managing staff and large project budgets.
Successful experience in sharing knowledge, documenting experience, preparing reports, supporting global initiatives, and sharing credit.
Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication in English, and negotiation skills.
Ability to work in Tanzania and travel abroad (US or Europe), as needed
