*BACKGROUND*

FRI has an office in Arusha with country offices in Accra, Addis, Arusha,
Bamako, Burkina, Kampala, Niamey and Lilongwe. Farm Radio International we
work with many partners to deliver effective programs to serve small-scale
farmers through radio. We support broadcasters in developing countries to strengthen small-scale farming and rural communities. We work in three areas: Impact Programming, Broadcaster Resources, and Broadcaster Training.

WUSC is launching the Uniterra Program in Tanzania, funded by the Department of Foreign Affairs, Trade and Development (DFATD) Canada, with FRI as a strategic partner. Uniterra is a volunteer cooperation and international development program that strengthens organizations and networks by pooling expertise and knowledge. The Uniterra Program contributes to improving the socio-economic conditions of local communities in 14 countries in Africa, Latin America, the Caribbean and Asia (including
Tanzania).

To support the above objectives of both FRI and WUSC, we are looking for the
suitable candidate to fill in the post of Senior Finance Analyst.

*KEY RESPONSIBILITIES*

Under the direct oversight of WUSC Country Director in Tanzania (50%), the Senior Finance Analyst will have overall responsibility for the financial &administration of WUSC in Tanzania. He/She is expected to provide high professional expertise in the conduct of Financial & Administration affairs relating to the implementation of all WUSC programs in Tanzania, including the newly funded Uniterra Program in Tanzania. The SFA will perform the following responsibilities:

Provision of technical support in accounting and administration functions through timely preparation of monthly and annual financial
reports and all other financial documents required for WUSC programs in
Tanzania;

· Monitoring and tracking of the office operation budget, and other
project budgets to avoid over and under expenditures;

· Ensure that financial and cash management systems are in place
and adhered to, and that internal audits indicate compliance;

· Manage the bank accounts, ensuring that proper documentation is
sent and received from the bank(s); maintain proper and correct accounting and physical assets inventory records;

· Providing support to establishment, updating and implementation of emergency and security procedures adopted by WUSC in relations to all
staff and volunteers;

· Responsible for assisting in the development of and implementing
Human Resources Manual and Financial policies and procedures for WUSC in
Tanzania;

· Support the Country Director and program officers in volunteer
management and administrative support;

· Provision of support in program development initiatives in terms of budget computation, monitoring and analysis;

· Support local and international financial audits of WUSC in
Tanzania;

· Ensure full compliance on all Donor regulations/standards on travel, personnel, procurement, financial administration, etc. are adhered to;

· Ensure regular communication/coordination with finance and administration staff in Tanzania, as well as at headquarters in Canada;

· Disclosing discrepancies to WUSC Country Director in a timely
manner in expense documentation and/or conflicts of interest as they arise
with staff;

· All other duties as assigned by the WUSC Country Director in Tanzania or headquarters office.

Under the direct oversight of FRI Regional Finance and Administration Manager – Africa (50%), the Senior Finance Analyst will perform the following responsibilities:

· Prepare yearly and monthly Financial reports in coordination with
Project officers in a timely manner; prepare actual vs. projected monthly
and yearly costs to assist FRI Regional Finance and Administration Manager
- Africa in developing appropriate budget strategies;

· Responsible for controlling costs and keeping projects within binding agreement budgeted limits;

· Responsible for assisting in the development of and implementing
Human Resources Manual and Financial policies with FRI Tanzania team;

· Ensure that financial and cash management systems are in place and adhered to, and that internal audits indicate compliance;

· Monitor procurement activities to ensure that they are in line
with the project and US government regulations;

· Provide oversight to the work of the Accounts Assistant regarding petty cash, writing checks, support documentation, and preparing vouchers for payments;

· Review all budgetary issues with project staff and as appropriate
with the donor agency;

· Develop and maintain systems to insure open and transparent communications with all staff;

· Prepare and submit various financial reports as required by the
Partner Agreement;responsible for all program and financial reporting;

· Lead training exercises for staff to ensure policies are complied with;

· Prepare and submit various financial reports as required by the contract in collaboration with the Project Director and home office Project Team;

· Ensure that all FRI policies and procedures are followed, and
comply with periodic FRI reporting requirements;

· To liaise with External Auditor for annual Project audit and respond to audit observations

· Check on accuracy and completeness of staff monthly payroll
information including compliance with statutory regulations;

· Reviewing bid analysis for procurement of goods and services;

· Perform such duties and exercise such powers as the project may from time to time reasonably assign to him/her notwithstanding his/her job title and such duties and powers may relate or concern the business of any
Group Organization including serving on other Employee body or committee or relating to such Group Organization as may be required from time to time by the Organization;

· All other duties as assigned by the FRI Regional Finance and
Administration Manager - Africa or headquarters office.

* QUALIFICATIONS*

· Education in relevant discipline (finance, accounting or business administration) or relevant work experience deemed as equivalent

· A minimum of five (5) years of experience in financial management, of program with annual budget of at least $3 million/year;

· A minimum of two (2) years of experience in personal and office administration;

· Proficiency in computer skills, spreadsheet, accounting packages (such as QuickBooks andGreat Plain) and MS Word, Excel, Power Point is requires;

· Strong analytical, communication and problem solving skills is
necessary along with capacityto identify and articulate potential problems
and provide possible solutions in concise andclear manner;

· Experience in working with international nongovernmental organization (INGOs) and donors; Experience with Payment by Result mechanism is a strong asset

· Relevant experience in providing support to international
volunteers is an asset;

· Proficiency in spoken and written Englishand Kiswahili.
