Background Summary
The Institutions for Inclusive Development (I4ID) programme’s goal is for economic growth and services to bring more benefits to poor and marginalized people in Tanzania. We work with government, representative institutions, civil society and the private sector to strengthen institutions in Tanzania to become more inclusive and accountable in order to achieve this goal. I4ID is a five-year project funded by UKAid and IrishAid until 2021.
Programme overview and role
The organization is seeking dynamic individuals to play a key role in an
exciting new programme in Tanzania, Institutions for Inclusive Development (I4ID), which recently started its implementation phase and is running until 2021. I4ID is applying new and innovative approaches to facilitate solutions for Tanzanian development that benefit the largest number of people possible – including the poor and most vulnerable in society – through inclusive growth and better public services. The programme is designed to address some of the fundamental challenges for inclusive development including coordination failures and systemic weaknesses in policy formulation and administration. We bring stakeholders together to develop an informed and shared understanding of their collective interest, providing technical support, research, analysis, and facilitation around issues of critical interest to the Government of Tanzania and other stakeholders. I4ID will offer support to government, private sector, parliamentary institutions, and civil society to engage in working towards a more inclusive Tanzania.
I4ID is looking for consultants to join the team and take responsibility for conducting studies and completing other deliverables required to support locally led development initiatives in collaboration with strategic and implementing partners.
Scope of Services
I4ID invites applications from eligible, competent, qualified, expert consultancy companies, local NGOs and associations and individual consultants to pre-qualify for the following technical and professional services that are anticipated to be required over the next two years of programming.
Description of Consultancy Service Required
  1. Agriculture and agribusiness – all aspects of value chain and market development
  2. Energy (cooking [biomass, LPG], electrification [solar, grid]) - all aspects of value chain and market development
  3. Water, Sanitation and Hygiene (WASH) (water supply, sanitation and hygiene products and services) in both Urban and Rural locations
  4. Youth inclusion (including life skills development, technical skills development, entrepreneurship, mentoring, coaching, community development, etc.)
  5. Gender Equity and Mainstreaming, Gender and Social Inclusion assessments and studies expertise, Gender Based Value Chain Analysis experience
  6. Training and Coaching (needs analysis, content-curriculum development, design of delivery methodologies, group formulation and training facilitation, results tracking and monitoring, etc.)
  7. Business Development Services (BDS) supporting private sector and small medium enterprise establishment & development – in Agriculture or Energy or WASH
  8. Impact Investment Advisory Services (Pre and Post Investment services)
  9. Environmental Impact Assessment, Environmental Audits, Waste Management
  10. Natural Resources Management
  11. Local Economic Development (Urban and Rural)
  12. Engineering (civil and / or mechanical) for design of appropriate technologies in Agriculture, Energy and WASH
  13. Monitoring, Evaluation, Verification and Learning (MEVL) - including conducting monitoring and evaluation exercises; conducting baseline and end line surveys; Project Mid-term Reviews, conducting Outcome mapping and surveys; building of capacity amongst stakeholders to develop MEVL plans and conduct quantitative and qualitative data collection and analysis
  14. Geographic Information Systems (GIS) – provision of; use of; training stakeholders to use them
  15. Governance, accountability and leadership – with a specific focus on building these skills in Associations/ CSOs/ Cooperatives/ Producer or Processor Groups
Responsibilities
As a management consultant, you will:
  • Carry out study/research, data collection and conduct analysis to a particular study that will assigned based on the needs of the programme
  • Run focus groups and facilitate workshops
  • Identify issues and form hypotheses and solutions
  • Present findings and recommendations to programme management
  • Implement recommendations/solutions, ensuring the programme receives the necessary assistance required
  • Lead and manage others within the team, including analysts
  • Liaise with the programme management to keep them informed of progress and to make relevant decisions
Requirements for Experience and Qualifications
  • Academic Qualifications
· Masters degree in Political Science, Sustainable Development, Conflict Studies, Regional Development, International Development, Social Sciences, environment, community development, or related fields
· Firms/Institutes wishing to submit Expression of Interest are requested to forward their documents containing the following information:
o Evidence of registration/incorporation to provide services in the area of project management, Resource mobilization, Financial Management, Consultancy Services, Procurement, Monitoring and Evaluation.
o Comprehensive list of mix of technical Staff to be deployed
o Evidence of Technical experience/competence including evidence of similar assignments implemented (verifiable track record in capacity building)
  • Experience
· Candidates must have a minimum of 10 years of relevant work experience in leadership related fields, Sustainable Development, community engagement and stakeholder participatory engagement, in conflict affected areas.
· Demonstrates experience in reconciliation analysis in relation development,
· Previous working experience and sound knowledge of Government related programs, Community Based Organizations, I/NGOs and excellent skills for stakeholder engagement at the national and community levels.
· Past experience working in Tanzania or similar context will be an added advantage.
  • Competencies
· Significant knowledge and good understanding of the developments in Tanzania, especially the and willingness to learn from others
· Strong technical report writing, data acquisition and analysis skills
· Computer literacy
Location
Most likely Dar es Salaam though other locations will be considered depending on the area of operation, and with frequent travel outside the location.
Languages
Fluent in English and Kiswahili
