This position is located in the Office for the
Coordination of Humanitarian Affairs (OCHA), which is the part of the
United Nations Secretariat responsible for bringing together
humanitarian actors to ensure a coherent response to emergencies. OCHA
coordinates the global emergency response to save lives and protect
people in humanitarian crises. It advocates for effective and principled
humanitarian action by all, for all.
The Strategic Communications Branch (SCB) is OCHA's communications and public advocacy team supporting headquarters and field operations in public outreach on humanitarian action. The Branch oversees senior leadership public advocacy and media, including the global spokesperson function, messaging and speeches, and social media. Within the Branch, the Public Advocacy and Campaigns Section coordinates communications with humanitarian partners and brokers new partnerships for innovative advocacy opportunities. It develops campaigns for resource mobilization and humanitarian crises, as well as public fundraising, social media and analytics, and marketing OCHA.
This position is located in the Digital and Campaigns Unit of the Strategic Communications Branch in the Office for the Coordination of Humanitarian Affairs in New York. The Public Information Officer reports to the Head of the Digital and Campaigns Unit and the Chief of the Public Advocacy and Campaigns Section.
Responsibilities
The Strategic Communications Branch (SCB) is OCHA's communications and public advocacy team supporting headquarters and field operations in public outreach on humanitarian action. The Branch oversees senior leadership public advocacy and media, including the global spokesperson function, messaging and speeches, and social media. Within the Branch, the Public Advocacy and Campaigns Section coordinates communications with humanitarian partners and brokers new partnerships for innovative advocacy opportunities. It develops campaigns for resource mobilization and humanitarian crises, as well as public fundraising, social media and analytics, and marketing OCHA.
This position is located in the Digital and Campaigns Unit of the Strategic Communications Branch in the Office for the Coordination of Humanitarian Affairs in New York. The Public Information Officer reports to the Head of the Digital and Campaigns Unit and the Chief of the Public Advocacy and Campaigns Section.
Within delegated authority, the Public Information Officer will be responsible for the following duties:
• Ensures implementation of multimedia campaigns to publicize priority issues and/or major events, to include drafting communication strategies, using film and other visual media, coordinating efforts, monitoring and reporting on feedback, taking appropriate follow-up action, and analyzing the outcome.
• Monitors and analyzes current events, public opinion, press and social media, identifies issues and trends, and advises management on appropriate action/responses.
• Undertakes activities to promote media coverage of priority issues and/or major events, to include development of a multi-media campaign strategy and action plan, initiating pro-active media outreach efforts, proposing, conceptualizing and arranging coverage, post-production and disseminating materials and consulting with partners on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage.
• Conceptualizes, produces or oversees production of campaigns including film, photographic, and other media materials including proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing scripts, obtaining clearances and finalizing treatments, editing footage, and coordinating approval of proofs, technical processing and distribution.
• Prepares, on the basis of official UN documentation and other sources, initial concepts and scripts of films and other visual media materials for inclusion in UN websites, presentations, broadcast channels, reports and books.
• Initiates and sustains professional relationships with key constituencies.
• Acts as focal point on digital campaigns, specific issues, monitoring and reporting on developments, responding to inquiries, etc.
• Participates in selecting the multimedia and campaign information transmitted to key constituencies.
• Provides guidance to, and may supervise, more junior staff.
• Performs other duties as assigned.

Advanced
university degree (Master's degree or equivalent) in communication,
journalism, international relations, public administration or related
field is required. A first-level university degree in combination with
two additional years of qualifying experience may be accepted in lieu of
the advanced university degree.
A
minimum of five years of progressively responsible experience in public
information, journalism, international relations, public
administration, advertising, marketing, public relations or related area
is required. Experience in global digital campaigning is required.
Experience with cause-related advocacy is required. Experience in
developing campaigns with the private sector is desirable. Experience
working on humanitarian advocacy is desirable.
English
and French are the official languages of the United Nations
Secretariat. For the post advertised, fluency in English is required.
Fluency in of another UN official language is an advantage.
